QUALIFICATIONS

Education and Experience:

  • Graduation from an accredited college or university with a Bachelor’s degree in Finance, Accounting, Business Administration, or other closely related field. Master’s degree in finance, accounting, or business administration is preferred; or an equivalent combination of education and experience.
  • Three (3) years of professional experience in financial operations, compliance monitoring, and contract/grant administration.
Licenses or Certifications (Preferred)
  • Professional financial certification such as CPA, CMA, CGFM, GFOA
  • Professional economic development or redevelopment certifications, such as FRA-RA or FRA-RP, CEcD, or AICP
  • Experience managing public-sector or nonprofit financial operations, especially involving Tax Incremental Financing (TIF)

JOB SUMMARY

The Finance and Compliance Officer oversees financial compliance, accounting operations, and contract administration for the City of Pensacola’s Economic Development Department, with significant responsibility supporting the Community Redevelopment Agency (CRA). The position ensures the compliant use of tax increment financing (TIF) revenues and provides financial oversight for complex and large-scale grants supporting economic development and redevelopment projects.

Responsibilities include managing governmental accounting functions, maintaining internal controls, monitoring CRA fund balances and expenditures, supporting budget development and reporting, maintaining audit‑ready records, and administering contracts in accordance with applicable local, state, and federal requirements. The Officer also supervises administrative processes related to financial and contract compliance and coordinates work both internally and across City departments.

This position is employed by the City of Pensacola in accordance with an interlocal agreement with the CRA to provide financial management and contract administration services supporting CRA operations. Work is performed under the general direction of the Economic Development Assistant Director, and performance is evaluated based on the accuracy, compliance, and effectiveness of financial and contractual outcomes achieved.

ESSENTIAL JOB FUNCTIONS
  • Manages financial operations of the CRA and grant‑funded programs, including budgeting, forecasting, fund management, and financial reporting related to Tax Increment Financing (TIF) and state and federal grants.
  • Ensures full compliance with Florida Statutes, redevelopment plans, City financial policies, and all applicable state and federal grant regulations.
  • Provides strategic financial analysis and recommendations to executive leadership and redevelopment boards to support informed decision‑making and long‑term planning.
  • Oversees financial controls, expenditure approvals, and accounting processes to safeguard public funds and ensure accurate, compliant financial reporting.
  • Leads the preparation and submission of required financial reports to grantors, regulatory agencies, and governing boards; maintain audit‑ready records and coordinate all CRA and grant‑related audits.
  • Supervises and develops professional and administrative staff supporting accounting, payroll, compliance documentation, and financial reporting functions.
  • Establishes and maintains strong internal controls, documentation standards, and records management practices that promote transparency and public accountability.
  • Serves as a key liaison with internal departments, external auditors, grantor agencies, and other stakeholders to ensure effective financial stewardship of redevelopment resources.
  • Monitors changes in governmental accounting standards, grant regulations, and funding opportunities to proactively guide organizational compliance and strategy.
