Assistant SuperintendentPOSITION SUMMARY:
The Director of Human Resources is responsible for the comprehensive execution, leadership, oversight, and operations of all Human Resources functions. This role serves as a member of the Cabinet, providing leadership in recruitment, labor relations, compensation, and
legal compliance to support the district's mission and values. This position also serves as Title IX Coordinator.
QUALIFICATIONS: To successfully perform this position, a person must be able to perform each essential duty satisfactorily. The qualification requirements listed below represent minimum levels of educational achievement, training, skill, and/or ability necessary.
Bachelor's Degree required;
Master's Degree in Human Resources, Business Administration, Educational Leadership, or related field preferred.Supervisor experience preferred.Minimum five years' experience in human resources or school administration.Proven experience in labor relations, contract negotiation, compensation management, and recruitment.Possess effective interpersonal skills with the ability to interface diplomatically with other administrators, teachers, Board members, support staff, colleagues, outside professional contacts, and parents.Knowledge of the Pennsylvania Public School Code, state and federal labor law, and K-12 organizational management.Skilled in the use of current technologies.Effective oral and written communication skills, excellent interpersonal skills.Must be detail-oriented, self-motivated, and collaborative.ESSENTIAL DUTIES AND RESPONSIBILITIES: This list is intended to be illustrative rather than complete and serves to show major duties and responsibilities and does not express or imply that these are the only duties to be performed by the incumbent in this position. Participates as a member of the Superintendent's Central Cabinet.Acts as School Board liaison for personnel.Administers and develops personnel policies and procedures.Develops, assesses, and maintains recruitment program to fill administrative, professional, and support staff vacancies with the best qualified candidates.Coordinates hiring processes and procedures, including resume reviews, interview processes, and reference checks.Reviews, prepares, and updates job descriptions due to vacancies, new positions, and/or changes to position requirements.Monitors human resources processes to ensure proper departmental workflow, expected service levels, efficiency, and accuracy.Coordinates personnel discipline procedures in conjunction with principals/administrators, including investigations and Loudermill Hearings.Participate on the District's negotiating team through collective bargaining, contract development and implementation, and grievance procedures.Oversees the accurate maintenance of the Human Resources Information System, personnel files, employment applications, and all other human resources records.Develops and maintains procedures for carrying out all transfers, promotions, and dismissals of district personnel.Coordinates contracted services for substitute teachers, security services, employee assistance program, etc.Managing the evaluation system and reporting of Act 93, professional, and support staff groups.Provides assistance to supervisors and administration to understand and implement policies and procedures for faculty and staff recruitment, guidelines regarding working conditions, ADA accommodations, performance management, equal opportunity requirements, disciplinary procedures, absence management, and teacher certifications.Reviews and manages staff absences through the absence management system.Coordinates training of staff for issues related to personnel matters or mandated trainings (mandated reporter, suicide prevention awareness, harassment prevention, etc.)As the district's Title IX coordinator, monitors Title IX requirements and coordinates Title IX training, investigations, and compliance.Maintains knowledge of and ensures compliance with teacher certification requirements. Assists staff through PDE's TIMS system and reviews Level II and Administrative certification applications for certified staff through the PDE TIMS site.Compiles and analyzes data for local, state, and federal reports, including EEO-5, CRDC, Support Personnel, CCIU salary surveys, and Board Staffing report.Stays current with human resources laws, state legislation, initiatives, and trends to ensure the HR department maintains compliance with state and federal labor laws, including but not limited to Title IX, EEOC, FLSA, FMLA, ADA, as well as state regulations pertaining to required certifications.Prepares and monitors the annual Human Resources budget.Supervises the Human Resources…
