JOB SUMMARY

Acts as the primary interface for all Talent Engagement (TE) needs of designated HCCS colleges and System Administration.
Provides value-added TE services to assigned Presidents and Vice Chancellors.
Consults with managers and employees on strategies to resolve sensitive Talent Engagement issues and to ensure legal compliance with the exception of issues governed by Title VI, VII or IX, Sexual Harassment or ADA.
Carries out policies relating to all phases of Talent Engagement activities for the college.
Partners with assigned administration leadership to assess needs, design initiatives and help build strategies for organizational improvement.

ESSENTIAL FUNCTIONS

Assure that the TE Organization is meeting the needs of its clients.
Identify, evaluate, and assist the administration in resolving employee relations and work performance problems within the HCC structure to facilitate communication and improve employee relations skills and work performance.
Evaluate employee relations, work related problems, and meet with supervisors and managers to determine effective remediation techniques to resolve employee relations issues among personnel.
Provide information on payroll, compensation, and benefits to assigned colleges and divisions.
Provide HCC managers and supervisors with assistance in policy interpretations, formal complaint handling, negotiations, and investigations on all matters except Title VI, VII or IX, Sexual Harassment or ADA.
Assist HCC managers and supervisors to develop performance improvement plans, corrective action plans, tasks associated with disciplinary action, and to ensure disciplinary actions are implemented in a fair and consistent manner.
Coach and counsel employees, supervisors, and administration in order to attempt to resolve problems before the formal grievance or disciplinary process is used.
Consult with HCCS General Counsel to address issues that may involve legal ramifications.
Counsel employees and management on applicable policies and procedures and state and federal laws pertinent to employee relations activities.
Facilitate the employment screening committee process for assigned areas by reviewing interview materials with internal screening committees for hiring purposes.
Attend Case Review meetings to discuss cases, explore options, and develop strategic plans.
Assist HCCS with efforts to recruit and retain faculty and staff that are representative of the community.
Document statements from departing employees concerning reasons for leaving, complaints about HCCS, suggested changes, etc.
In consultation with the TE-Talent Learning and Development, conduct needs assessment to determine college training needs.
Travel to HCCS campuses to give presentations and workshops as necessary.
Coordinate with other departments and administrators to develop and direct an ongoing series of workshops, seminars, and training associated with Talent Engagement Policies and Procedures.
Perform other duties, tasks and assignments as required.

QUALIFICATIONS

Education & Experience

  • Bachelor’s degree in Human Resources or related field required.
  • 5 years work experience as an exempt Talent Relations Partner or a combination of other related Talent Engagement experience

Licensing & Certification

  • Valid Texas Driver License

Working Conditions

General Office. Must be able to perform all job requirements with or without reasonable accommodations; remain in a stationary position during shift; move items weighing up to 25 pounds; position self to operate job equipment; apply established protocols in a timely manner. Must access, input and retrieve information from technology devices; communicate with others to accomplish job requirements. May be required to work after hours to include weekends and holidays.
