Position: GOVERNMENT INFORMATION SPECIALIST

Overview

This position in DCSA's Privacy, Civil Liberties, and FOIA (PCLF) office is for a Government Information Specialist (GIS) to serve in the release/referral of records in response to Freedom of Information Act (FOIA) requests and Privacy Act considerations, including Conditions of Disclosure or Routine Use provisions for sharing information with other Federal government agencies. Duties
  • Researching, analyzing, and evaluating data for response to FOIA and Privacy Act requests from first parties, third parties, or other government entities.
  • Determining whether DCSA maintains records responsive to a request; reviewing responsive records, withholding information exempt from release under FOIA, Privacy Act, and other regulations, and assembling release packages.
  • Processing simple and complex requests from federal, state, and local entities when the purpose aligns with a Privacy Act disclosure condition or a Routine Use from applicable system of records notices.
  • Drafting correspondence to individuals, DCSA offices, other government agencies, or Congressional offices in response to FOIA/Privacy Act questions or requests for information.
  • Providing customer service by handling phone calls and emails from internal and external requesters, their representatives, and other Federal agencies about FOIA and Privacy Act procedures and processes.

Qualifications

The experience described in your resume will be evaluated against the Office of Personnel Management's basic qualifications (OPM) for the government information series 0306 and General Schedule Qualification Standards. Applicants must have specialized experience demonstrating knowledge, skills, abilities, and competencies necessary for immediate success in the position.

Qualifying experience may be in public or private sectors and must demonstrate competencies applicable to the duties of this role. You must have specialized experience equivalent to at least GS/GG-07 level in the Federal service and be prepared for greater responsibility, generally one year or more of such experience.

Specialized Experience For This Position Includes

  • Researching, analyzing, and evaluating data for information requests from various parties
  • Researching information systems and/or record sets to locate documents responsive to requests
  • Reviewing responsive records, identifying non-releasable information, drafting response correspondence, and assembling release packages
  • Assisting with records management activities, including maintaining a records inventory and performing database management

OR a master’s or equivalent graduate degree or 2 years of progressively higher level graduate education leading to such a degree, or LL.B./J.D. if related.
