Employer Overview

The European External Action Service (EEAS) supports the High Representative in the exercise of his mandate to conduct and implement an effective and coherent EU Common Foreign and Security Policy (CFSP), represent the EU, and chair the Foreign Affairs Council. It works closely with the General Secretariat of the Council, the services of the Commission and the Secretariat General of the European Parliament.

Position Overview

The position is a co‑financed Seconded National Expert to the EU Office in Kosovo. Salary, insurances, schooling and other costs are paid by the EU member states, while specific allowances are paid by the EEAS.

Responsibilities Policy Development
  • Support and advise Kosovo Police in conducting its functions, including strategic and institutional development.
  • Advise Kosovo Police and Kosovo Border Police on organizational reforms, security sector reform, and provide strategic guidance related to annual, multi‑annual, and long‑term planning.
  • Advise relevant interlocutors on the management and further development of customs and border control regimes, introducing working methods to maximise efficiency of checks while ensuring movement of persons and trade facilitation.
  • Assist interlocutors in improving the capability of border‑control officers to detect all forms of border crimes, including smuggling, human trafficking, irregular migration and customs fraud.
  • Guide and assist Ministers of Internal Affairs and Finance in decision‑making from the integrated border management perspective.
  • Monitor and analyse the political situation in Kosovo, especially regarding the rule of law.
  • Coordinate and liaise with colleagues in the political section of the EU Office, the European Union Special Representative, and task managers of the cooperation section managing rule‑of‑law projects.
  • Undertake any other related tasks as requested by the Head of Section.
Internal Communication
  • Identify best practices and lessons learned within the field of responsibility.
  • Ensure timely reporting on activities within the field of responsibility as per planning documents, including progress or lack thereof.
Institution Representation and Negotiation
  • Contribute at a strategic level to the EU Office mandate implementation by monitoring, mentoring and advising institutions in the area of integrated border management, trafficking, smuggling, and transnational organised crime.
  • Liaise closely with EU‑funded projects supporting Kosovo Police and relevant institutions.
  • Liaise with other external stakeholders as appropriate.
  • Provide expert contribution to the Legislative Review Mechanism to help establish the EU‑wide coordinated position on any legislative initiative of interest for the EU.
Legal Basis

This vacancy is to be filled in accordance with EEAS Decision of the High Representative of the Union for Foreign Affairs and Security Policy HR DEC (2014)01 of 04/02/2014 establishing the rules applicable to National Experts seconded to the EEAS.

Eligibility Criteria
  • Drawn from public administrations in Member States, international organisations or, only in exceptional cases and with prior authorisation from other sources.
  • At least three years’ full‑time experience of administrative, scientific, technical, advisory or supervisory functions equivalent to those of function groups AD or AST.
  • Thorough knowledge of one Union language and satisfactory knowledge of a second language.
  • Security clearance of minimum level EU‑SECRET.
  • Remain in employer’s service throughout secondment, paid by that employer.
