SAIC is currently seeking an Exercise OPFOR Planner located at Camp Smith in Honolulu, Hawaii to support the USINDOPACOM J73. The role involves developing the Opposition Forces (OPFOR) plan for designated USINDOPACOM J733 exercises. The ideal candidate should have existing knowledge of tactical forces and operations with experience working with constructive Models & Simulations. International travel up to 20% of the year may be required, and a fully remote / work‑from‑home option will be considered.
Responsibilities- Support USINDOPACOM organizations in planning, directing, monitoring, and assessing designated exercises such as KEEN EDGE, PACIFIC SENTRY, and PACIFIC FURY, ensuring coordination with staff and other organizations for proper personnel, equipment, and forces.
- Assist the USINDOPACOM J733 Branch Chief by maintaining a deliberate plan of action with milestones, producing required orders, briefings, and planning deliverables for OPFOR and Situation Forces (SITFOR) plans.
- Develop, implement, and maintain efficient protocols, processes, and procedures for effective exercise planning and execution.
- Lead exercise workgroup planning meetings with OPFOR/SITFOR stakeholders and conduct In‑Progress Reviews (IPRs) with senior leaders.
- Aid in the development of exercise scenarios, operational environments, and storylines to meet the Commander's training objectives, ensuring alignment with current naval, joint, and coalition doctrines, TTPs, and intelligence assessments.
- Create comprehensive exercise documents, including manning documents, messages, orders, exercise game books, and OPFOR synchronization matrices.
- Manage the operational integration and execution of synthetic wargaming software for synthetic OLW events/exercises, providing intelligence support to the Exercise Control Group.
- Develop and manage exercise products from processed/fused Intelligence Community documents, assessments, briefings, operational reports, and databases to support exercise training objectives.
- Required Education and Experience
- Bachelor’s degree and six (6)+ years of related experience; additional four (4) years of experience considered in lieu of a degree.
- Expert knowledge of joint force structure and joint defense level intelligence operations, including collection, fusion, analysis, production, and dissemination for intelligence databases and products.
- Experience with exercise concept development, planning, scheduling, modeling, simulation architecture design, simulation management and operations, intelligence, scenario development, database builds and tests, event response and control cells, assessment.
- Joint Professional Military Education (JPME) Phase I complete; two (2) years of experience on a joint operational/strategic headquarters staff accepted in lieu of JPME Phase I.
- Thorough knowledge of the Joint Exercise Life Cycle (JELC) and associated requirements to plan and execute Command Post Exercises (CPX).
- Proven experience in an operations management role with oversight of projects and maintenance of timelines.
- Must have experience coordinating with government and contractor staff.

- Must have an Active TS/SCI clearance.
- Must be a current US Citizen.
- Desired Skillset
- Experience with Live‑Virtual‑Constructive training events.
- Experience working with Warfighting Development Centers and training ranges.
Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
