Position Summary & Description

This is a non-represented management position.

Indiana University of Pennsylvania (IUP) invites applications for the position of Cogeneration Plant Manager at the Indiana main campus.

The SW Jack Cogeneration Plant Manager is responsible for the management, operation, and maintenance of the power and steam generation of the IUP Main Campus and PJM Grid. Under supervision of the Director of Facilities Maintenance and Operations, the Plant Manager is responsible for ensuring compliance with all DEP/EPA regulations associated with operating the plant as well as operating as a subject matter expert in resolving steam distribution, building steam, and condensate issues as needed.

This position is directly responsible for management and oversight related to the Cogeneration and Boiler plant.

Essential Duties:

* Manages and directs the maintenance and operation of the campus steam infrastructure including the Cogeneration Plant

* Provides or coordinates training to operations and maintenance staff of the cogeneration and auxiliary plants and ensures any certification compliance necessary to perform the essential functions of their positions

* Assures adequate supply and distribution of steam and electrical energy

* Prepare budgets and plans for upcoming fiscal years

* Prepares financial, technical, and personnel reports for senior administration

* Acts as a liaison between IUP and governmental agencies and utilities on technical and administrative issues concerning the Cogen complex

* Suggests and assists in design and construction to improvements to the Cogen plant

* Directs all administrative and technical aspects of energy production, and distribution related to the SW Jack cogeneration plant complex

* Provides senior administration with requested information concerning plans, policies, procedures, and projects.

* Works with all environmental regulation agencies such as the DEP and EPA to maintain compliance

* Directs, assigns, and assists Utility Plant Operators, Plant Mechanics, and the High Voltage Electrician

* Plan, schedule, and review daily work and performance of operations and plant maintenance personnel

* Meets with sales representatives, service providers, and equipment vendors for current and future plant needs

* Consults with engineers and contractors on plant repairs, improvements, and technical recommendations

* Procures all needed parts, supplies, and services

* Maintains the stock of spare parts and supplies and monitors all material usage

* Schedules all Cogeneration plant complex employees working hours

* Ensures regulatory compliance with air, fuel, and water resources with the proper sampling, analysis, inspection, monitoring, and reporting

* Provides personnel support monitoring work conditions; administering the collective bargaining agreement; evaluating and reconciling employee complaints; counseling employees when appropriate; ensuring performance standards are clearly understood and met; drafting performance evaluations; making recommendations on formal grievances; receiving and processing leave, travel, and training requests for staff; interviewing prospective employees and making recommendations for hire

* Records, reviews, and assesses production and consumption information including steam, fuel, generation, water, chemical, parts, and associated processes at scheduled intervals or upon request.

* Attend appropriate seminars and trainings to keep abreast of changes taking place in regulatory requirements, technology of boiler operations, and any other relevant improvement initiatives that may correspond to required certifications or expected level of expertise

* Evaluates employees at scheduled intervals or on an as needed basis

* Responds to plant emergencies on an as needed basis

* Responds on a 24-hour basis to reschedule operations personnel due to absenteeism

* Other duties as assigned.

Position Qualifications

MINIMUM:

* Background in electrical operations, high voltage electrician, maintenance of a power plant, central plant maintenance or equivalent experience.

* Must have or obtain within 6 months of hire a Class A Underground Storage tank operator's license.

* Must have or complete and pass university paid Smoke School (Visible Emissions) training within the first year of employment.

PREFERRED:

* Associates or Bachelors degree in Mechanical, Electrical, Industrial engineering.
