LNG Plant Manager

NAES is seeking a Plant Manager for the Towanda Liquefied Natural Gas Facility. The facility produces 50,000 gallons of natural gas per day and has a storage capacity of 180,000 gallons. It serves industrial and commercial operators and local gas distribution utilities, providing an economical and reliable energy supply to meet Northeast regional demands.

Opportunity Summary

The LNG Plant Manager ensures alignment between plant personnel and client requirements while overseeing safety, operations, compliance, security, environmental programs, and efficient LNG production, storage, and distribution. The role manages key commercial and financial activities—including budgeting, procurement, contract administration, and plant-level reporting—and leads emergency response and community relations efforts. Additionally, the Plant Manager directs personnel management, training, and development to support daily production.

Scope

of Responsibility
  • Align plant personnel, processes, and objectives with client and off‑taker requirements for LNG production, storage, and delivery.
  • Administer Safety, Operations, Compliance, Security, Maintenance, Administration, Training, Chemistry, and Environmental QA/QC programs.
  • Manage the Towanda LNG Facility Emergency Response Plan and ensure preparedness for LNG‑specific hazards.
  • Conduct periodic reviews of plant policies and procedures to reflect current operating conditions, safety requirements, and client standards.
  • Direct commercial and financial activities, including budgeting, procurement, and plant‑level financial reporting.
  • Administer major plant contracts, fuel purchase agreements, trucking and distribution contracts, and long‑term service agreements.
  • Supervise preparation of required reports for clients, utilities, distribution partners, budgets, and environmental compliance.
  • Serve as primary contact for permitting and regulatory agencies governing LNG handling, storage, transportation, and environmental compliance.
  • Plan, budget, contract, and execute planned and unplanned outages involving LNG production systems, storage tanks, vaporizers, and related infrastructure.
  • Implement training and qualification programs for all plant personnel to ensure adherence to LNG procedures and regulatory requirements.
  • Identify training objectives and employee development needs; collaborate with management to provide coaching, career counseling, and development opportunities.
  • Verify certification status of operations and maintenance personnel to ensure compliance with LNG plant requirements and safety standards.
  • Source, screen, and hire new or replacement personnel to support 24/7 LNG production and distribution.
  • Maintain morale and motivation among plant personnel at all times.
  • Perform other duties as needed to support safe, compliant, and reliable operations at the Towanda facility.

Physical Requirements And Working Conditions

Physical requirements include standing for extended periods, climbing stairs and ladders, working from elevated platforms, and routinely lifting up to 50 pounds. The facility environment may involve confined spaces, narrow areas, hazardous materials exposure, fumes, cryogenic temperatures, extreme weather conditions, and noise. Protective equipment may be required, including hard hats, safety glasses, eye protection, respirators, ear protection, chemical suits, flame‑resistant clothing, cryogenic PPE, hot gloves, high‑voltage gear, and fall protection.

Work Schedule

Regular scheduled workdays are Monday to Friday during regular day‑shift hours. The position requires extended working hours, varied shifts, and possible weekend and holiday work, depending on schedules, workload, and plant conditions. Some travel may be involved for offsite meetings.
