Position Overview

The Network Construction Manager – Fiber is responsible for overseeing and supporting the day‑to‑day construction, splicing, and administrative activities related to fiber network deployment. This role supports end‑to‑end fiber construction delivery, ensures accurate financial and billing processes, manages vendor coordination, and maintains quality and compliance standards across assigned geographic areas. The position is accountable for meeting operational and financial KPIs while supporting vision, values, and service commitments.

Key Responsibilities Construction & Field Operations
  • Support fiber construction and splicing activities for OSP and ISP projects within the assigned territory.
  • Review fiber engineering and splice design packages prior to construction and close‑out.
  • Perform and/or support fiber splicing, OTDR testing, and power meter testing as required.
  • Coordinate with construction and splicing crews to ensure quality, safety, and schedule adherence.
  • Support utility coordination including make‑ready work, underground utility locating, and rerouting.
  • Prepare, issue, and manage purchase orders (POs) and change orders (CMs).
  • Review and approve contractor invoices for accuracy and compliance.
  • Track project milestones, budgets, and forecasted spend.
  • Resolve past‑due invoices and billing discrepancies.
  • Support customer and vendor close‑out documentation and permitting requirements.
  • Communicate with vendors regarding construction scope, billing, and deliverables.
  • Identify and manage risks or issues before they reach critical status.
  • Maintain clear communication across internal teams to ensure consistent execution.
  • Participate in quarterly in‑person team meetings.
Reporting & Performance Management
  • Develop and maintain project progress reports and dashboards.
  • Track and deliver KPIs including:
    • OpEx spend
    • Mean Time to Repair (MTTR)
    • % On‑Time Install
    • Fiber completion for small cell
    • Installed enterprise revenue
  • Support ad‑hoc reporting and data analysis requests.
Required Experience & Qualifications Education & Certifications
  • High School Diploma or equivalent
  • Valid driver’s license (required)
Experience
  • Minimum 3 years of telecommunications or wireless construction experience
  • Strong working knowledge of:
    • OTDR and power meter testing
    • OSP & ISP fiber construction (aerial and underground)
    • Fiber network design and construction workflows
    • Construction and splicing crew management
    • Power utility make‑ready work (NESC knowledge)
    • Underground utility locating and rerouting
    • Utility pole proposal platforms (SPANS, NJUNS, Katapult)

  • General knowledge of:
    • NESC, NEC, and OSHA safety standards
    • Blueprint and construction drawing interpretation
    • Construction management processes and critical path analysis
    • Strong budgeting, forecasting, and financial tracking skills
    • Excellent problem‑solving and workflow diagnostic abilities
    • High attention inconsistency with strong organizational skills
    • Customer‑focused mindset with strong interpersonal communication
