ESRIN Hard Services Manager, REFM Division B, Real Estate and Facilities Management Department, Directorate of Resources and Services.
The ESRIN Hard Services Manager is responsible for the tactical and operational management of hard services and of Real Estate and Facilities Management (REFM) capital projects s includes managing contractual relationships with external service providers, ensuring compliance with ESA policies, and delivering high-quality infrastructure services and projects aligned with Agency standards and budgetary constraints.
DutiesAs ESRIN Hard Services Manager, you will report to the ESRIN REFM Site Manager.
Your tasks and responsibilities will include:
- Contract Management and Oversight
o Act as the primary interface with hard FM service providers in domains such as maintenance, technical systems and building infrastructure;
o Monitor and enforce compliance with contractual obligations, service level agreements (SLAs) and key performance indicators (KPIs);
o Manage contract variations, renewals and performance reviews. - Operational Management
o Ensure the proper functioning and maintenance of building systems, such as HVAC, electrical, plumbing and fire safety systems;
o Coordinate preventive and corrective maintenance activities;
o Oversee technical projects relating to infrastructure upgrades and compliance;
o Oversee all energy and mobility projects relating to ESRIN, as well as acting as ESRIN Mobility Manager and ESRIN Energy Manager. - Capital Project Management
o Plan, coordinate, and manage real estate and facilities-related capital projects, including renovations, refurbishments and infrastructure upgrades;
o Assess and execute the implementation of ESA Green Agenda (EGA) projects aimed at improving the sustainability and efficiency of the ESRIN infrastructure;
o Develop project scopes, budgets, schedules and risk assessments, in full coordination with the REFM Development and Coordination Office (DCO);
o Lead procurement processes for project-related services and ensure compliance with ESA procurement rules and industry best practices;
o Manage external contractors and consultants, ensuring timely delivery and quality standards;
o Report on project progress, risks and financial status to the relevant REFM stakeholders. - Budget and Planning
o Prepare and manage the ESRIN REFM hard services and capital project budgets for the site as part of the overall OpEx and Cap Ex budgets;
o Contribute to long‑term infrastructure planning and investment proposals. - Compliance and Safety
o Ensure adherence to ESA policies, host nation regulations and health, safety and environmental standards;
o Liaise with local authorities for permits and inspections. - Stakeholder Coordination
o Collaborate with the ESRIN REFM Site Manager and internal customers to align services and projects with operational needs;
o Provide technical advice and reporting to the ESRIN REFM Site Manager and other relevant REFM stakeholders;
o Provide cross‑cutting coordination on hard services and infrastructure matters across all ESA sites, sharing best practices and harmonising service standards, while maintaining primary responsibility for the ESRIN site.
Knowledge and understanding of the Agency’s core business
Expertise in managing outsourced service contracts, including performance monitoring and negotiation
Ability to lead capital projects from initiation to completion, ensuring scope, cost and schedule compliance
In‑depth understanding of building systems and construction processes
Ability to identify issues proactively and implement effective solutions
Experience in compliance and risk management: safety, environmental and regulatory standards

A master’s degree in engineering, facilities management, construction management or a related discipline is required for this post.
