Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments in developing policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The National Climate‑Smart Agriculture Specialist will work under the overall supervision of the FAO Representative in the Republic of Tajikistan and Project Lead Technical Officer (LTO)/Agricultural Engineer, NSP (HQ) in close collaboration with the FETAJ Office.

Technical Focus

Under the overall supervision by the FAO Subregional Coordinator for Central Asia and FAO Representative in Türkiye (SEC‑SRC), FAO Budget Holder, the direct technical supervision by the Lead Technical Officer (LTO), the operational guidance by the Programme Implementation Unit, SEC, and in close coordination with the International Consultant on Climate‑Smart Agriculture (CSA)/regional coordinator. The incumbent will be responsible for the different project activities in Tajikistan across the different components.

All the work must be carried out in close coordination with the government partners and other national stakeholders.

Responsibilities
  • Support the execution of project activities in line with the national workplan and project objectives.
  • Revise and provide input for site specific ESMP.
  • Support collaboration with stakeholders to identify priority crops and regions.
  • Conduct participatory training needs assessments.
  • Support the design and delivery of season‑long training programmes and Farmer Field Schools (FFS).
  • Facilitate Training of Trainers (ToT) sessions with extension officers and farmers.
  • Supervise the selection, establishment, and operation of three demonstration sites (greenhouse, fruit, arable).
  • Monitor CSA practice adoption and provide follow‑up support to trained farmers.
  • Ensure integration of gender‑sensitive and inclusive approaches.
  • Revise and contribute to the development of site‑specific Environmental and Social Management Plans (ESMPs).
  • Ensure compliance with FAO's Environmental and Social Standards (ESS), including IPM and SEA risk mitigation.
  • Organise inception workshops, field days, and national CSA technology dissemination events.
  • Submit timely progress reports and contribute to terminal reporting.
  • Act as liaison between international consultants and national stakeholders.
Minimum Requirements
  • Advanced degree in Economics or related discipline from a recognised university.
  • At least 5 years of work experience in the field.
  • Working knowledge of English or Russian. Good knowledge of the local language will be an added advantage.
  • National of Tajikistan.
