Alcohol and Drug Counselor I / MOUD Jail CADC

Location

Umatilla & Grant Counties, Oregon
(This position may start remotely and work from the jail until office space is available)

Employment Details

FLSA: 1.0 FTE (Expectation to work 40 hours a week)

Supervisor:
Addictions Clinical Supervisor, Clinical Manager

Pay Grade: B8 ($24.95 - $35.96 per hour, depending on experience)

  • Potential for 10% bilingual increase if you pass the language test
  • Potential for Relocation Benefit up to $4,000 if moving over 100 miles

Responsibilities
  • Provide comprehensive alcohol and drug treatment assessments. Develop client‑centered service plans. Provide individual, group and family therapy. Conduct thorough discharge summaries and relapse prevention plans. Provide all other associated services to ensure the highest quality of treatment. Actively participate in joint case planning and coordination with agency employees.
  • Work primarily within the jail to provide ongoing quality care for MOUD clients.
  • Actively participate in group and individual supervision sessions.
  • Work with other staff and community representatives to initiate new programs, review, evaluate, and revise existing programs as necessary.
  • Perform joint case planning and coordination across behavioral health counseling with community agencies (schools, group homes, police, courts, community clinics and hospitals, DHS agencies).
  • Provide alcohol and drug and behavioral health education and information to various interest groups.
  • Complete all paperwork professionally, clinically sound and timely per OARs and other guidelines.
  • Attend trainings, meetings, conferences, etc. as directed by administration.
  • Use agency software/computer systems to prepare client records and reports.
  • Transport clients when required.
  • Administer urinalysis testing (UA), provide accurate information, observe UA when necessary, and record pertinent information.
  • Report all abuse to appropriate legal office, complete necessary paperwork and investigations, and develop safety plans as required.
  • Other responsibilities as assigned.
Requirements & Qualifications

Education and Experience:

  • High school diploma.
  • Ability to pass a criminal history background check.
  • Recovery from substance use disorder with documented continuous abstinence for the past two years under independent living or recovery housing.

Preferred Certifications:

Certified Alcohol and Drug Counselor Level I or eligible for certification within 2 years of employment.

Skills and Abilities:

  • Knowledge of symptoms and challenges of people with mental illness and substance use.
  • Knowledge of relevant OARs.
  • Effective written and verbal communication; ability to work independently and complete responsibilities in a thorough and timely fashion.
  • Professional public interaction and coordination of services across agencies.
  • Ability to develop respectful relationships with clients and families.
  • Understanding of the recovery model.
  • Represent the interest of the customer and the agency positively in the community.
  • Ability to work well within teams.
  • Computer literate and proficient with word processing and other software systems.
  • Ability to handle highly confidential information; adherence to client confidentiality laws.
Criminal Background Checks

Must pass all criminal history check requirements per ORS 181.536‑181.537 and OAR 410‑007‑0200 through 410‑007‑0380. Monthly checks against OIG and GSA exclusion lists and other federal/state agency lists. Discovery of exclusion or sanction results in immediate termination.
