Overview
Under the direction of HSS Manager and the Process Safety and Environmental Manager, the HSSE Specialist main responsibility is to support the development and implementation of Health Safety Security (HSS), Process Safety Management (PSM) and Risk Management Plan (RMP) programs.
Job Responsibilities- This entry level role supports workplace safety initiatives, hazard assessments, and emergency preparedness for supporting OSHA’s Safety, Process Safety Management and EPA’s Risk Management programs to assure compliance with OSHA and EPA regulations and industry best practices.
- Backup for the MOC and PHA programs for the site.
- Assist in monitoring compliance with EPA, TCEQ, and other regulatory standards for air, water, and solid waste.
- Collect data and manage various, HSS, PSM/RMP and SPCC, SWPPP, Waste audits and inspections.
- Assist, as necessary, in compliance with review audits undertaken internally, or by governmental agencies and/or third party personnel.
- Conduct routine inspections of work areas and equipment to identify hazards and ensure compliance with OSHA, local, and company standards.
- Assist in documenting safety inspections and recommending corrective actions for unsafe conditions.
- Maintain and organize emergency response equipment; perform minor preventive maintenance checks.
- Support the development and delivery of safety training sessions and toolbox talks.
- Participate in incident investigations and support addressing action items from audits or safety events.
- Monitor site conditions and report findings to the Health and Safety Manager.
- Prepare and maintain accurate safety records and reports for regulatory compliance.
- Assist with work permitting activities (Hot Work, Confined Space, etc.)
- Exhibit and practices the Third Coast Way fundamental behaviors.
- Basic knowledge of OSHA regulations and safety practices.
- Ability to communicate effectively and work collaboratively.
- Basic knowledge in OSHA’s PSM and EPA’s RMP 40 CFR 68 regulations.
- Knowledge of environmental regulations and compliance requirements.
- Bachelor’s or advanced degree preferably in engineering, science, or environmental science.
- Experience minimum:
Three (3) years of petrochemical/industrial experience or environmental consulting are required. - PSM experience minimum:
One (1) to three (3) years of PSM experience at a petrochemical/industrial site.
- Possesses excellent organizational skills, planning skills, and can multitask/prioritize effectively.
- Demonstrate excellent verbal and written communication skills. The role will require public speaking, presentation development and significant report writing.
- Able to work and communicate effectively with all levels of coworkers, customers and other external contacts.
- Demonstrated experience supporting operations and project groups.
- Proficient in working with Microsoft Office Excel, Word and Outlook
- Process oriented
- Ability to deal well with ambiguity.
- 40% Office Setting, including sitting, some bending, walking and viewing.
- 60% Plant setting, including bending, walking, lifting/moving objects less than 25 lbs.
