Major Duties
  • Planning, developing and applying of methods for the control and analysis of quality systems implemented to assure that the movement and storage of all fuels in the theater are accomplished.
  • Performing quality surveillance at petroleum facilities throughout the designated region.
  • Providing guidance and having significant decision authority in the management of quality programs and disposition of all types of fuels.
  • Formulating and directing local policies, procedures, and programs to ensure that petroleum products/services are inspected and accepted, received, stored and shipped.
  • Ensures petroleum products stored and shipped by the U.S. Government and contractors fully comply with specification, contract, and/or U.S Government requirements.
  • Evaluating the effectiveness of subordinate field offices, and military installations in ensuring that petroleum products and/or services inspected and accepted, received, and stored properly.
Qualification Summary

To qualify for a Lead Quality Assurance Specialist (Chemicals), your resume and supporting documentation must support:

A. Specialized

Experience:

One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector.

Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Leading a team in reviewing production activities and capabilities in light of contract quality requirements. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands Although approximately 40% of the work is performed in an office setting, extensive TDY trips are required resulting in continuous environmental changes. The TDY trips are required for the purpose of on-site inspection of contractor loading/discharging facilities (service/procurement) for petroleum products, gases and oil, and into-plane contract locations.

The proceeding includes arduous physical activities, i.e., climbing onto and into tanks up to 60 feet high and accessing petroleum tanks via gangways. Physical examination is required, both as a condition of employment as well as on a recurring annual basis. Work Environment Work is outside and subject in all cases. The incumbent is expected to enforce and observe all applicable safety precautions including the use of personal protective equipment and devices.

The QAS works in the vicinity of explosive petroleum products, toxic laboratory chemicals, and toxic fuel additives. Will be required to work extended overtime periods in all types of environments. Emergency Essential This is an Expeditionary Civilian (EC) position, and the incumbent will be designated as Emergency Essential (EE).
