Major Duties- If selected at the GS-13 level, duties will be performed in a developmental capacity:
- Serves as DLA’s Energy Quality Manager and performs oversight functions pertinent to product supply, storage/service contacts and pipeline operating agreements, Into-Plane, Aerospace Energy products and other commodity contracts.
- Coordinates with high-level offices of military commands such as the Military Sealift Command, Combatant Commands, Joint Petroleum Offices, contractor staff, plant executives, and foreign government officials.
- Develops, coordinates and implements quality systems or programs to facilitate the acquisition and surveillance of petroleum, chemical, cryogenic, refined products and terminal services.
- Develops and maintains programs to provide real‑time asset condition information of all products procured, undergoing transportation, and delivery to the end user.
- Conducts complex investigations and analysis on energy commodities and systems to formulate regional policy and improve supply chain integrity and readiness.

Experience:
One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector.
To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.
Creditable specialized experience includes: GS-13:
Reviewing production activities and capabilities in light of contract quality requirements for petroleum-based fuels, chemicals, Aerospace Energy products, and lubricants, and determine appropriate corrective actions if necessary. Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.
Managing verification by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. GS-14:
Review and analysis production activities and capabilities in light of contract quality requirements for petroleum-based fuels, chemicals, Aerospace Energy products, and lubricants for long-range planning and operational input. Developing, implementing, and managing agency-wide quality assurance systems or programs at a regional level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Although approximately 40% of the work is performed in an office setting, extensive TDY trips are required resulting in continuous environmental changes. TDY trips are required for on‑site inspections of contractor loading/discharging facilities (service/procurement) for Energy products, gas, oil, and Into‑Plane contract locations.
