Overview
The purpose of this position is to provide professional civil engineering services involved in the planning, designing, constructing and maintaining of roads, drainage structures, County facilities, landfills, subdivision reviews, utilities, and other County related projects. This position will oversee project management of County projects during the construction phase including the supervision of project managers.
SUPERVISORY RESPONSIBILITIES- Regularly assigns work to other employees and supervises related activities.
- Provides recommendations on hiring employees, handling employee grievances, employee promotions, employee salary increases, employee disciplinary actions, discharging employees, managing assistants and non-supervisory employees.
- Makes final decisions on employee coaching, employee training, evaluating employee performance, scheduling work hours of employees and granting time off.
- Uses computer programs to prepare specifications, estimates, reports and correspondence and to assist with maintaining databases and project files (TIME SPENT: 15%).
- Produces technical drawings, plans and exhibits for civil engineering projects, using Computer-Aided Design and Drafting (CADD). (TIME SPENT: 15%).
- Prepares Request for Proposals, analyzes and evaluates the scope and cost of consultant submittals, interviews, recommends selection, assists in negotiating contractual agreements and prepares final contract documents for consultant services (TIME SPENT: 10%).
- Prepares Invitation for Bid; analyzes and evaluates contractor bids and recommends contractor selection for public works construction projects. (TIME SPENT: 10%).
- Liaises with consultant engineers hired to design highway construction or County facilities improvement projects, providing them with comments and feedback during the course of the design contract. (TIME SPENT: 10%).
- Reviews and inspects permits for grading, drainage, and right-of-way, ensuring compliance with uniform codes, local ordinances, State regulations and administrative policies (TIME SPENT: 10%).
- Performs contract administration for the delivery of planning, design, and construction services. (TIME SPENT: 10%).
- Provides engineering support during the construction phase of County construction projects. Assigns work and supervises project managers. (TIME SPENT: 10%).
- Conducts research, analyzes, and reports information and prepares correspondence and reports for the County Engineer or Public Works Director. Prepares requisitions and monitors purchases and expenses. Reconciles accounts and reviews and processes credit card statements. (TIME SPENT: 10%).
- Performs other duties as assigned.
- This position provides research support on County-wide level budget preparation; reviews department level and project level budgets.
- Provides project resource allocation based on pre-approved resources involving organizational planning projects, capital development projects, quality assurance projects, process improvement projects and technology projects. Assigns work to project managers and supervises their activities.
This position trains colleagues, explains County procedures or processes, responds to public inquiries, participates in meetings, negotiates and persuades and conducts meetings.
WRITTEN COMMUNICATION DUTIESThis position creates or edits documents, internal memos, emails, press releases, proposals, formal letters and reports.
INTERACTIONS WITH THE GENERAL PUBLICInteracts extensively with employees, customers, the general public, vendors, regulatory bodies, and other groups and/or individuals and Institutions over the telephone, by email, and/or in person.

MINIMUM EDUCATION REQUIREDBachelor’s Degree in Civil Engineering.
MINIMUM YEARS OF DIRECTLY RELATED EXPERIENCE REQUIREDSeven (7) years of progressively responsible experience in professional civil engineering planning, designing, constructing, inspecting, and maintaining of roads, drainage structures, subdivisions or other public works facilities including project administrative experience; or equivalent combination of education, training, and experience.
PROFESSIONAL CREDENTIALS REQUIREDCurrent professional registration by the State of Arizona as a Civil Engineer or valid registration as a Civil Engineer with another state and the ability to successfully possess a State of Arizona Civil Engineer Registration within one (1) year of appointment to the position.
Must possess and maintain a valid Driver’s License.
