Responsible for leading and coordinating, and the compliance of the health, safety, security and environmental (HSSE) programs set forth in the Engineering, Procurement, and Construction (EPC) agreement as well as joint goals established on site including the establishment of the safety culture on-site rsees a small team of HSSE professionals to ensure the implementation of programs resulting in a positive outcome in health, safety, security and environmental requirements.
Coordinates with EPC environmental, health and safety to ensure compliance with project execution plan.
Duties and Responsibilities
- Participates in field observations, opportunity walks, Job Safety and Environmental Analysis (JSEA), toolbox meetings, lessons learned sessions, stand downs, incident investigations, and internal and external audits, supporting corrective action implementation.
- Acts as a key liaison between Project Management and the EPC Contractor on HSSE-related issues.
- Ensures EPC Contractor compliance with applicable codes, and the execution of effective HSSE programs, including exercising Stop Work Authority in accordance with the EPC contract.
- Oversees a small team of HSSE professionals, providing guidance, training, and technical support.
- Tracks and reports on HSSE metrics such as near misses, high potential near misses, first aids, and leading and lagging indicators.
- Offers subject-matter expertise on HSSE best practices to enhance program effectiveness.
- Reviews and comments on EPC Contractor and third party HSSE management systems and documentation, to ensure compliance with project requirements.
- Develops, updates, and maintains HSSE plans, procedures, manuals and programs.
- Interfaces closely with contractors, facilitating meetings to drive positive outcomes.
- Maintains a strong understanding of all applicable federal, state and local health and safety regulations, legislation, and policies to keep project team informed of changes and impacts and recommends solutions. Communicates, interacts and works closely with regulatory agencies and with various departments to facilitate compliance and effective implementation plans.
- Performs other duties as assigned (no more than 5% of duties).
Education
- Bachelor’s degree in scientific, engineering or related field required.
Experience
- At least 8 years related professional experience in the energy and EPC construction industry required.
- Field safety experience in large construction projects in the Oil and Gas Industry, preferably LNG or other cryogenic project experience.
