- Provide leadership in facilitating the further development, implementation, alignment and evaluation phases of the district Bilingual/ESL and Dual Language programs
- Ensure Bilingual/ESL district staff is following school district and department guidelines, as well as adding worth to the department
- Master's degree from accredited university
- Valid Texas teaching certificate
- Bilingual or ESL certification
- Bilingual and Biliterate preferred
- District Office experience preferred
- Proven success in organizing and coordinating district wide programs
- Knowledge of federal, state, local laws, regulations and policies governing Bilingual/ESL
- Knowledge of and demonstrated commitment to the mission and strategic plan of the Pasadena Independent School District
- Demonstrated leadership capabilities, including skills on consensus building, communication, public relations, organization, time management, fiscal responsibility, and working in a team setting toward shared goals
- Ability to provide leadership and support to campus staff and the entire learning community
- Strong organizational, communication, and interpersonal skills in oral and written English and Spanish
- Extensive staff development background and demonstrated proficiency in the delivery of staff development and the facilitation of adult learning
- Ability to evaluate program design, content and implementation
- Working knowledge of curriculum and instruction, including best practices for English learners
Responsibilities and Duties:
Instructional and Program Management
- Oversee the development and delivery of bilingual and ESL education curriculum and instructional programs that incorporate district goals and support student achievement.
- Oversee the development and implementation of procedures to identify bilingual students at all grade levels district wide, including review of student data and testing of students.
- Participate in the district-level decision‑making process to establish and review the district’s goals and objectives in bilingual and ESL classroom instructional programs. Ensure that goals and objectives are developed using effective collaborative processes and problem‑solving techniques.
- Monitor and evaluate bilingual and ESL instructional programs on an ongoing basis using input from teachers and principals, applied research, and student data to determine effectiveness and improve outcomes. Recommend changes and adjustments where appropriate.
- Ensure that the necessary time, resources, materials, and technology to support accomplishment of bilingual and ESL education goals are available.
- Plan and provide staff development including sessions on methods for identifying and instructing bilingual students and enriched learning.
- Implement the policies established by federal and state law, State Board of Education rule, and local board policy in the area of bilingual and ESL education. Recommend sound policies and procedures to improve program.
- Compile, maintain, and file all reports, records, and other documents required.
- Follow district safety protocols and emergency procedures.
- Develop and administer the bilingual and ESL budgets based on documented needs and ensure that operations are cost effective and funds are managed wisely.
- Maintain a current inventory of supplies and equipment and recommend the replacement and disposal of equipment when necessary.
- Oversee grant‑writing activities to obtain program funding.
- Prepare, review, and revise job descriptions in bilingual and ESL department.
- Select, train, supervise, and evaluate staff and make recommendations relative to assignment, retention, discipline, and dismissal.
- Establish and maintain a professional relationship and open communication with principals, teachers, staff, parents, and community members.
