• Treasury Governance Framework Ownership:
  Establish and maintain a comprehensive, forward-looking governance framework that defines roles, responsibilities, and accountability across Treasury activities.
• Governance structure ownership:
  Lead the governance routines, identify improvement opportunities, and drive execution of enhancements across liquidity, capital, interest rate risk, funding, and investment activities.
• Policy and risk alignment:
  Build the policy framework with subject matter experts to ensure alignment across Liquidity, Capital, Market, Credit, and Operational risks.
• Internal and External Engagement:
  Serve as the primary Treasury liaison to Risk and Internal Audit, aligning policies, controls, and governance outcomes; engage with external regulators and examinations.
• Coordination with enterprise functions:
  Ensure Treasury activities are integrated with enterprise risk, compliance, and audit expectations.
• IDI Resolution and Contingency Planning:
  Lead contributions to resolution and recovery planning, oversee liquidity- and funding-related regulatory submissions and contingency exercises, and ensure resiliency of Treasury processes and systems.
• Committee Leadership and SME Coordination:
  Own Treasury governance across committees (ALCO, Liquidity Governance, FTP Committee, Model Governance) and coordinate SMEs to inform decisions; design committee structures, cadence, materials, and escalation protocols.
• Strategic Project Management – Treasury 2028:
  Coordinate and contribute to the Treasury 2028 transformation, managing cross-functional work streams and tracking progress; align execution with enterprise initiatives and regulatory milestones.

• Bachelor’s degree in Finance, Accounting, Business Administration, Financial Services, or related field; advanced degree or professional certification (CFA, CPA, FRM) preferred.
• 10+ years of experience in Treasury, Risk, Audit, Regulatory Affairs, or Governance in a regulated financial institution, or as part of a regulatory agency.
• Demonstrated success building or managing governance structures and engaging with internal oversight partners and regulators.

• Deep understanding of Treasury operations, regulatory frameworks (including Category IV standards), and enterprise risk management.
• Experience managing across second-line and third-line interfaces and regulatory touchpoints.
• Exceptional project management skills with the ability to drive execution across multiple priorities.
• Strong interpersonal, communication, and facilitation skills; able to align diverse stakeholders and present to senior management and regulators.
• Comfort operating in dynamic or rapidly evolving organizations, with the ability to design structure and build teams as needed.

The base pay range for this position is USD $/Yr.
