Job Description:

Parsons is looking for an amazingly talented Quality Engineer to join our team! In this role you will get to report to the GEC's senior management, Perform quality activities on an assigned project to ensure that products or services provided are in accordance with customer and Parsons Quality requirements. Regularly interacts with representatives from a variety of functional groups, including program management, design/engineering, purchasing, construction, and other personnel.

What

You'll Be Doing:
  • Assist the QA/QC Manager in implementing and enforcing the project’s Quality Management System (QMS), Projects' Quality Plans at site level.
  • Review contractor’s inspection requests (IRs), verify completeness of prerequisites, and coordinate with site inspectors to perform inspections as per approved ITPs.
  • Monitor contractor and third-party laboratory tests, ensuring compliance with approved sampling and testing plans.
  • Maintain detailed records of inspections, non-conformance reports (NCRs), corrective actions, and quality documentation required for final project handover.
  • Ensure on time processing of non-conformances reports (NCRs);
    Follow up on the closure of NCRs and observations, ensuring timely implementation of corrective and preventive actions by the contractor.
  • Coordinate with the material engineer to verify compliance of materials used on site, ensuring traceability through delivery inspections and testing certificates.
  • Support the QA/QC Manager in preparing periodic quality reports, trend analyses, and inputs to monthly progress reports.
  • Conduct spot checks on workmanship and adherence to specifications, reporting findings to the QA/QC Manager.
  • Liaise with the contractor’s QA/QC staff to resolve quality issues on site under the direction of the QA/QC Manager.
  • Participate in toolbox talks or quality briefings to reinforce quality requirements at site level.
  • Verify implementation of corrective actions.
  • Initiate action to identify and prevent the occurrence of nonconformances relating to the product, process and PQP.
  • Monitor further processing, delivery, installation or operation until the nonconforming product or activity has been corrected.
  • Ensure that all materials are tested to the required specified frequencies. Report any failing or 'borderline' test results immediately to the Senior Resident Engineer for escalation. The Contractor will be given a Non-Conformance Report (NCR) that the work or materials must be re-tested, remedied or removed, as appropriate.
  • Conducts/assists audit per the Audit schedule.
  • Manage the daily works/inspections by Quality Inspectors.
  • Analyze quality performance utilizing using statistical and analytical tools and methods.
  • Coordinate with the Authority's representatives, Contractors & Sub-Contractors relating to quality trends, performance and corrective actions.
  • Verify conformance and productivity of quality management system through audits and surveys.
  • Interact with Contractors and Clients teams to optimize documentation related to quality and inspection checks.
What Required Skills You'll Bring:
  • Bachelors Degree in Quality Management, Engineering or relevant discipline.
  • A minimum of 10 years' experience of related quality control / assurance activities with 7 years regional experience of major international / regional roads, infrastructure and drainage projects.
  • Recognized quality management qualification (ISO 9001 or equal), ASQ Certification (CMQ/OE, CQA, or CQE), including an Internationally recognized Quality lead auditor qualification is required.
  • Excellent communication skills in English is required.
