Housing Pierce County (HPC) is a self‑supporting public‑body enterprise created by Pierce County’s Board of Supervisors (now County Council) in 1978 under RCW 35.82. HPC’s mission is to provide safe, decent, affordable housing and economic opportunity free from(Self–)discrimination. HPC currently operates 121 HUD public‑housing units that are in the process of being sold, 20 USDA–RD units, administers approximately 3,003 HUD Section 8/HCV program vouchers, and manages an enterprise portfolio of about 727 apartment units across nine communities.
It receives competitive grants for renovation, modernization, new construction and family‑self‑sufficiency programs. HPC employs about 50 individuals.
The Staff Accountant is a non‑exempt, union‑bargaining position in the Finance Department of HPC. Under the general administration of the Controller, the Staff Accountant performs a variety of professional‑level accounting duties involving the preparation, maintenance and control of funds, including allocation of income and expense, expense and appropriation transfers, analysis of programs and accounts, and the development of financial statements and reports.
The Staff Accountant also maintains related records, prepares periodic reports, and prepares financial statements in accordance with GAAP for submission to HUD and other third parties.
This position is part of a Collective Bargaining Agreement with Office and Professional Employees International Union (OPEIU) Local 8.
Essential Functions- Perform professional accounting duties in the preparation, maintenance and control of funds, including allocation of income and expense, expense and appropriation téfers, analysis of programs and accounts, and the development of financial statements and reports.
- Research, compile, analyze and input financial data for the preparation of State reporting documents; suggest, develop and revise procedures in accordance with HUD and HPC requirements.
- Analyze records and documentation of transactions and monitor and control expenditures for assigned accounts to assure proper allocation of expenditures and income; perform expenditure monitoring to assure compliance with budget authorization and limitations; monitor spending; utilize computerized accounting systems to review purchase requests.
- Audit financial data and documents to assure accuracy, completeness and compliance with policies and procedures and applicable HUD and other governmental regulations.
- Reconcile and balance assigned accounts and financial statements; record financial transactions; maintain journals and ledgers.
- Communicate with HPC personnel, vendors څنګه, department directors and other personnel to resolve problems, correct errors, obtain authorizations and exchange information.
