Overview
Maintains a service delivery level consistent with Westbrook expectations and standards. Ensures documentation/reporting activities are completed in a timely and accurate fashion adhering to State and Local Licensing laws as well as policy requirements in regard to the format and content of documentation. Adheres to the treatment, philosophy, and policies as interpreted by the agency’s Board and Executive Director and develops and operates services accordingly.
Supervises and motivates youth staff to work toward division goals and objectives. Ensures youth staff meet required service expectations. Manages program budgets ensuring expenses remain within budget and/or grant requirements and revenues are meeting expectations. Manages/Conducts quality assurance activities within youth division. Manages youth services division staff including employment, training and supervision. Assists County Office staff in youth service development and implementation.
Works with staff, clients and others in a professional, cooperative, ethical, respectful and effective manner. Serves as the Prevention Lead Organization Representative. Maintains a level of attendance consistent with Westbrook Health Services expectations. Travels throughout the catchment area to support division services as well as domestically to conferences and trainings.
Responsible for the direction and management of the Youth Services Division programs. Performs complex administrative functions relating to planning and developing budgets, programmatic and procedural requirements and supervision of all youth division program directors and associated services. Performs extensive planning relating to the development of services in the entire 8 county catchment area of Region
3. This position has three program director direct reports and approximately 16 indirect reports.

- Strong commitment to, and expertise in, working with youth and young adults.
- Good understanding of child growth and development, adolescent mental health issues, adolescent substance use disorder and youth involved with the juvenile court system.
- Ability to relate positively to residents, family members, staff, caseworkers/probation officers, referring agencies, volunteers, etc.
- Effective oral and written communication skills
- The ability to coordinate with a multi-disciplinary team within an outpatient mental health agency.
- Ability to be clear headed and decisive based on the scope of the position.
- Knowledge of sound ethical clinical practice and principles related to the care of mental health consumers.
- A superior communicator, who shares information readily and concisely, listens and gives advice, and respects the abilities of others.
- Ability to respect and uphold client confidentiality.
- Ability to exhibit high organizational skills and knowledge to prioritize and multi-task without direct supervision.
- Strong skills in data collection, demonstrating outcomes, and reporting to funders.

- Experience in Prevention activities with demonstrated continuous progress toward Prevention Certification as outlined by grant/state requirements.
