Duties and responsibilities

The united nations environment programme (unep) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the united nations system and serves as an authoritative advocate for the global environment. The unep copenhagen climate centre (unep-ccc) requires a national coordinator with extensive expertise in ndc implementation, institutional capacity building, and training program development to support the government of moldova in enhancing the technical and institutional capacities of national public institutions for mainstreaming climate change into sectoral strategies, policies, and plans.

This role is part of the ndc partnership action fund (paf) project "enhancing the technical and institutional capacities of relevant national public institutions in moldova on mainstreaming climate change into sectoral strategies, policies and plans and on mobilizing resources to meet the country's medium-term (ndc) and long-term (leds) climate goals" (paf
25-q2-ba-06). Moldova has recently submitted its ndc 3.0 (may 2025) and is aligning it with its national energy and climate plan (necp). This creates an urgent need to build capacity across key ministries that covers the afolu, energy, ippu, and waste. The lead coordinator will facilitate and coordinate the implementation of project activities on the ground in moldova during project implementation, such as coordination of project activities on the ground, stakeholder consultations, data and information gathering and workshop planning and implementation, specifically for the following output and activities.

Output 1 - capacity needs assessment (cna) to establish a baseline understanding of institutional readiness, technical gaps, and capacity bottlenecks that must be addressed before sectoral implementation can proceed effectively and alignment with the institutional capacities and coordination mechanisms building block.

- desk review and expert consultations on existing frameworks on capacity building for mainstreaming climate change into policies, plans and programs
● activity 1.2.

- consult with the ministry of environment and other sectoral agencies relevant to moldova's ndc priorities on the relevant government institutions and/or group of government officials and officers that will be involved in the assessment
● activity 1.3.

- conduct a comprehensive assessment of the current institutional capacities based on organizational structure, mandates and decision-making processes of the institutions involved in the assessment
● activity 1.4.

- asses the availability of resources (financial, human, and technological, including tools/software/hardware) dedicated and/or relevant to climate-related work
● activity 1.5.

- evaluate and identify gaps in the skills, training, and expertise of staff in emissions modelling, climate science, risk assessment and other relevant skills
● activity 1.6.

- based on the above assessments, prepare and validate a comprehensive capacity needs assessment report highlighting gap and needs, and recommendation on key training programmes that will be developed and delivered
• activity 1.7.

- consult with government institutions and other stakeholders on the development of the training programmes and the selection of the potential national learning partner(s). Output 2 - development and delivery of tailored training programmes or curricula on mainstreaming climate change for planners, technical officers, management level officials, decision-makers and policy makers at both national and sub-national levels.
