Work is performed under the general guidance and leadership of the Director of Public Works. This is a skilled position veniam that combines supervisory and manual work in various maintenance, repair and construction activities. This position requires strong working knowledge and experience in construction, repair and maintenance of bridges, asphalt, concrete, turf management, pipe laying, masonry, carpentry, demolition of structures, tree trimming and removal, heavy equipment, hand tools (power and manual), maintenance of traffic (MOT) and work zone safety.
The primary area of focus is within the asphalt area of the Streets Department.
This is an emergency essential position that requires performance of emergency actions to prepare, repair and recover the City before, during, and after any adverse weather events (hurricane, tornado, winter storm, tropical storm, flash flood, severe thunderstorm, etc.) or other conditions (naturalnimi manmade).

- Plans work, assigns jobs and leads team members within the crew.
- Follows and enforces safety procedures, and precautions as well as City and Departmental policies, procedures and rules cooperatively, professionally and in a team focused manner.
- Tracks equipment maintenance including repairs and inventory.
- Works from written work orders, oral instructions, blueprints, layouts, sketches, specifications and e-mails.
- Furnishes cost estimates for proposed new construction and repair tasks.
- Investigates complaints and maintains good public relations.
- Maintains material records to assigns priorities to work projects.
- Coordinates the use of available equipment to obtain maximum productivity and convenience.
- Maintains time and work records, attends meetings and prepares incident, accident, injury and disciplinary reports, assuring that they are reported and addressed promptly and accurately.
- Demonstrates and reinforces knowledge and adherence of safe driving principles and practices.
- Keeps up with inventory and vendors, helps with budget preparations, and provides support to the other departments and divisions within the city.
- Assists with interviews of potential team members.
- Initiates requisitions for procurement of supplies, tools, materials and equipment.
- Responsible for grading and mowing of alleys, asphalt repairs of potholes and utility cuts, back slope installs and repairs, speedhump installs and repairs, asphalt repairs for construction projects, grading of unpaved City parking lots and roads, new asphalt construction (flumes, swells, etc.),
- Assisting in clearing of alleys and roads during and after adverse weather events.
- Operation of vehicles and equipment, including light, medium and heavy duty.
- Operates trucks, rollers, graders,_usage, front-end loaders, back-hoes, excavators, mowers, tractors, Gradall, and other excavating-type equipment.
- Ensures all resources are properly maintained.
- Perform basic asphalt-related bridge maintenance and repairs.
- Trains and assists team members with detailed procedures.
- Operates surveying tools and instruments to determine grades and elevations, record, read, and interpret elevation readings.
- Performs other duties as assigned.
SKILLS AND ABILITIES
- Knowledge of the methods, practices and techniques used in the work assigned.
- Knowledge of various materials, tools and equipment.
- Knowledge of the occupational hazards and safety precautions necessary for the environment.
- Skills in detailed asphalt work, including efficiencies, safety and procedures.
- Ability to lead team members with varying degrees of skills.
- Ability to understand and transmit oral and written instructions in an effective, cooperative and team-focused manner.
- Skill in the operation of the equipment used in the work assigned.
- Skill in the use of hand tools (power and manual) applicable to the work assigned.
- Knowledge of basic computer skills with the ability to use Word, Excel, Outlook and work management software.
- Ability to learn third-party software in an independent manner.
- Knowledge of effective and team-focused supervisory techniques.
- Ability to establish and maintain effective, cooperative, team-focused relationships with leaders, team members, other departments and the general public.
- Ability to follow and implement safety protocol.
- Ability to prepare clear and concise reports and maintain required records.
- Graduation from high school or possession of an acceptable equivalency diploma.
