Program Manager

Mission Multiplier is looking for a Program Manager to lead and oversee the execution of a complex contract supporting the Naval Surface Warfare Center Panama City Division (NSWC PCD). This position will be based in Panama City, FL. CONUS and OCONUS travel may be required. This position requires expertise in program management, modeling and simulation, software engineering & agile development, Dev Sec Ops  & cybersecurity, and operational expertise in mine warfare, littoral operations, surface combat, or special warfare.

Job Responsibilities:

• Inspire and align cross-functional teams, fostering collaboration to achieve mission objectives while managing stakeholder relations.
• Oversee planning, execution, and risk management to deliver complex projects on time and within scope.
• Integrate technical expertise and operational insight to shape M&S, engineering, and tactics solutions to meet mission needs.
• Ensure strict compliance with contractual, regulatory, and security requirements by maintaining transparent and accurate reporting.

Qualifications:

• B.S. degree in engineering, computer science, IT, or related field. Post‑undergraduate degree preferred.
• Minimum of 8+ years of experience in program and technical management required. Navy experience preferred.
• Active U.S. DOD Secret clearance required. Must be able to maintain throughout the project lifecycle.
• Strong knowledge of M&S and Tactics development to include mission, training, and engineering simulations; fleet certification and post‑mission analysis; and concept of operations (CONOPS) development.
• Software development experience using languages such as C#, C++, React, Qt, Python, or MATLAB; proficiency in Agile or Dev Sec Ops  ecosystems is required.
• Familiarity with cybersecurity policies and frameworks, including Risk Management Framework development.
• CONUS and OCONUS travel may be required.
