Overview

This position provides specialized administrative and technical support for the department’s building inspection functions, specifically by assisting customers with all procedures for building permits, including reviewing permit submittals, processing and issuing permits, recording and scheduling inspections, ensuring that proper documentation is provided and recorded and providing excellent customer service while responding to public inquiries.

Designation levels
  • Permit Technician Support — Under general supervision, this is the entry level class in the Permit Technician series. The incumbents generally have limited related work experience. Incumbents receive some instruction or assistance in the performance of the duties assigned to this class.
  • Permit Technician I — Under limited supervision, this is the intermediate level class in the Permit Technician series. The incumbents assigned to this class are expected to perform the full range of duties assigned to this class and perform progressively more complex work assignments.
  • Permit Technician II — Under direction, this is the senior level class in the Permit Technician series. The incumbents assigned to this class are expected to perform the full range of duties assigned to this class, perform more complex and comprehensive work assignments, and are expected to work with independence and initiative; work may be reviewed during performance and upon completion.
Major

Duties
  • All Permit Technicians
    • Accepts applications for building permits and ensures that submittals are complete.
    • Identifies and assists applicants with application discrepancies, inconsistencies, or errors.
    • Requests and accepts revisions to plans and additions to submittals as needed.
    • Processes, prices, and issues building, electrical, plumbing, mechanical, gas, pool and fire safety permits through permitting software.
    • Calculates and prepares building impact fees and answers related questions.
    • Processes and prepares inspection requests.
    • Notifies Inspectors of field requests; assists with entering results and comments into record.
    • Maintains contractor files and records and verifies qualifications for permit applicants.
    • Maintains and updates department files and records.
    • Answers telephone and greets visitors; provides information and assistance on the operation of the office; documents complaints; refers callers and visitors to appropriate personnel.
    • Receives and processes complaints.
    • Prepares forms and licensing for distribution.
    • Performs related duties.
Additional Duties
  • Permit Technician I — Educates visitors and callers on Florida Building Code, PCB Land Development Code, and PCB Ordinance requirements and regulations.
  • Permit Technician II — Totals and balances receipts; trains and supports Permit Technician Support and Permit Technician I; handles complex assignments; resolves complex customer service needs.
Minimum Qualifications
  • All Permit Technicians
    • Graduation from high school or possession of a GED
    • Two (2) years of general clerical and customer experience
    • Equivalent combinations of education and experience may be considered.
  • Additional Qualifications for Permit Technician I
    • Two (2) years of experience in construction industry, building department, or customer service in local municipal government.
    • Possession of ICC Permit Technician certification.
    • Possession of Notary Public or be able to become one within six (6) months.
  • Additional Qualifications for Permit Technician II
    • Three (3) years of progressively responsible experience in construction industry, building department, or customer service in local municipal government.
    • Possession of ASFPM Certified Floodplain Manager designation.
Knowledge Required by the Position
  • All Permit Technicians
    • Knowledge of customer service principles and practices.
    • Knowledge of modern office practices and procedures.
    • Knowledge of basic accounting principles.
    • Knowledge of the City and departmental policies and procedures.
    • Knowledge of computers and job-related software programs.
    • Knowledge of Florida Statutes, Florida Building Code, PCB Land Development Code, and PCB Ordinances.
