Position Construction Manager (CM-PM) to provide full-time, on-site construction project oversight and administration services at the Palo Alto Veterans Administration Medical Center in Palo Alto, CA
. This role serves as Owner’s Representative for the VA Electronic Health Record Modernization (EHRM) infrastructure project and serves as a key technical resource to the VA Contracting Officer’s Representative (COR) during the construction phase. The Construction Manager performs these services in an advisory and oversight capacity. This role is best suited for a construction professional who is comfortable operating independently on an active VA medical campus and providing day-to-day coordination, and issue resolution in direct support of the COR.

Responsibilities
  • Must possess excellent interpersonal and communication skills.
  • Review, manage, and track contractor submittals as requested.
  • Perform regular field inspections to monitor progress and verify conformance with contract documents and code requirements.
  • Document observed issues, advise the COR, and maintain tracking of such items through COR disposition and approval.
  • Prepare daily construction observation reports or other reports as required.
  • Provide field verification of as-built conditions and support review of final as-built drawings.
  • Review and monitor contractor schedules with emphasis on milestone completion, phasing, workflow, material deliveries, and testing/commissioning dates.
  • Coordinate with VA staff, contractors, and other project stakeholders. Facilitate and document all project meetings to keep stakeholders and integrated project team members informed.
  • Have familiarity with construction activities involving lead- and asbestos-containing materials and applicable regulatory procedures.
  • Ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy.
Experience
  • Minimum ten (10) years of specialized experience in construction management, quality control, construction administration, or related professional practice.
  • Demonstrated experience on healthcare, institutional, or federal construction projects, preferably within active medical facilities.
  • Familiarity with VA, federal, or similarly regulated construction environments is preferred.
Education
  • Bachelor’s degree in Engineering, Construction Management, Architecture, or a related discipline preferred.
  • Candidates without a formal degree may substitute education with additional relevant construction management experience and professional certifications (e.g., PMP, CCM or equivalent).
Physical Requirements

Performance of the required duties will require physical ability to climb permanent and temporary stairs, use of construction personnel hoist, climb ladders, and negotiate work areas under construction. While performing the duties of this position, the associate regularly works on-site at the construction work site where the associate is exposed to moving mechanical parts; high, precarious places; fumes or airborne particles;

outside weather conditions and risk of electrical shock. Occasional lifting of equipment between 10-25 lbs. required.
