Job Description

Summary/Objective:

This specialty Project Manager/Estimator (PM/Estimator) focusing on Mechanical and Structural / Misc. Steel jobs for State and Wastewater Treatment entities. The PM/Estimator is responsible for the entire project life cycle: from identifying bid opportunities and generating accurate cost estimates to managing contract compliance and project execution. This role demands a high level of expertise in interpreting complex blueprints, attention to detail, organization skills, navigating and managing subcontractors.

Key Qualifications and

Skills Required:

* Expertise in Regulatory Paperwork:
The candidate must be familiar with Pennsylvania DEP regulations, NPDES permits, and possibly EPA Consent Decrees.

* Mechanical & Structural

Experience:

Experience with pump stations, piping systems, structural repairs, or rehabilitation of existing tanks.

* Quoting and Bidding

Skills:

Ability to prepare "biddable documents," including detailed cost breakdowns for materials, labor, and equipment.

* Project Management Capability:
Experience creating "Requests for Information" (RFIs), managing submittals, and developing construction schedules.

Key Responsibilities and

Essential Functions:

* Project Quoting:
Analyze project scope, structural/mechanical needs, and provide accurate, detailed cost estimates.

* Documentation Management:
Handle all necessary paperwork, including daily time records, permit compliance, and contractor certifications.

* Mechanical & Structural Work:
Oversee repairs or installation of treatment equipment, pumps, and structural concrete.

* Shutdown Coordination:
Ability to plan, schedule, and execute shutdowns without violating effluent quality requirements.

* Other Responsibilities:

* Plans, organizes, and directs the completion of specific projects while ensuring projects are on time, on budget, and within scope.

* Acknowledges the project management life cycle of initiation, planning, execution, and closure to ensure the project is properly executed from beginning to the end.

* Procures equipment and subcontractors.

* Performs regular jobsite visits.

* Maintains and monitors job progress reports and jobsite records including daily reports.

* Controls and reports job costs.

* Resolves technical or contractual issues.

* Assure the customer's expectations are being met.

* Be flexible and keep an open mind to change.

* Estimating and running jobs and making the job profits required by Houck.

Ability and flexibility for frequent travel is expected for this position.

Work Environment

This job operates in a professional office environment as well as on site at construction, plant and manufacturing locations. The use of computers, printers, cell phones, telephones, photocopiers, scanners, and filing cabinets is required. Other functions can take place indoors or outdoors, sometimes in high, precarious places with fumes and/or airborne particles. The standard work environment has loud to very loud noise levels associated with various equipment, coworkers, and phone conversations.

Often work must be performed in high and/or cramped work spaces and awkward positions. The employee works around hazardous situations, materials, and equipment.
