Program / Project Manager, Operations Manager
This position is responsible for coordinating the department's platting operations, and providing oversight, direction, and mentoring to division staff.
Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values:

This is a non-bargaining unit management position.
S1 - S5 - DOE
Baccalaureate degree in a course of study related to the occupational field. Post‑secondary education or experience which provides the expertise required to perform effectively the functions of the position may substitute for the degree on a year‑for‑year basis.
Seven (7) years of progressively responsible experience in the development, operation or management of programs within the occupational field, sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, including three years of supervisory experience and three years of management experience.
Relevant
Supervisory and Management Experience includes: directing professional or technical staff, assigning and reviewing work, conducting performance evaluations, managing budgets, and overseeing daily operations.
Transferable Technical Experience includes: reviewing subdivision plats, boundary adjustments, easements, and right‑of‑way documents for compliance with municipal codes and state statutes; interpreting land use regulations; researching land ownership and legal descriptions; conducting section line research; and performing site visits. Experience drafting ordinances, administrative policies, findings of fact, and formal staff reports is highly relevant, as is providing staff support to boards or commissions, preparing meeting materials, and presenting technical information at public hearings.
Additional valuable skills include project coordination across departments or agencies, regulatory compliance oversight, proficiency with GIS and land records systems, strong analytical and problem‑solving abilities, and effective written and verbal communication skills necessary to work with surveyors, developers, elected officials, and the public.
Possession of or ability to readily obtain a valid driver's license issued by the State of Alaska for the type of vehicle or equipment operated.
Must successfully pass a pre‑employment drug screen, background check and physical.
Certification as a Registered Land Surveyor in the State of Alaska.
Completion of Incident Command System (ICS) courses, IC 100 and IS 700, within ninety (90) days of hire.
- Provides leadership and management oversight of all daily activities in the department.
- Reviews preliminary plats, final plats and vacations for compliance with municipal codes, state statutes, boundary laws, right‑of‑way and road construction requirements, etc.
- Reviews and approves or denies abbreviated plats, exemptions, waivers, right‑of‑way acquisition plats, etc.
- Directs the work of platting staff; reviews staff reports for accuracy, completeness, and compliance with standards and requirements.
- Administers platting services in compliance with federal regulations, state statutes and administrative codes, and Borough and city codes; oversees division activities in coordination with other departments or divisions and with outside agencies.
- Provides staff support for the work of the Platting Board.
- Provides interpretation for legal and technical aspects of subdivision of land.
- Researches, drafts and recommends adoption of changes to ordinances and policies related to land subdivision.
- Conducts field inspections of properties involved in proposed subdivision or platting activities; reports violations.
- Prepares, administers and evaluates land survey contracts.
- Prepares and reviews vacation action memoranda and forwards for review by appropriate adjudicative authority.
- Adjudicates road name changes.
- Develops and manages the platting budget.
- Hires, trains, assigns, directs, schedules, supervises, evaluates and disciplines personnel.
- Ensures compliance with occupational safety and health regulations applicable to area of responsibility, including but not limited to: proper use and maintenance of personal protective equipment;
Safety Data Sheet books, inspection reports, training records, and hazard documentation are maintained and up to date; preventive programs and corrective actions are properly implemented. - Performs related duties.
