Location: Palatka, FL

Position Overview

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Serves as a Small Craft Operator responsible for the safe operations of various types of vehicle/vessels and equipment, including high-powered vessels, selecting the control method for specific application which provides the desired result with the least danger of contaminating the environment at the job site.

The incumbent is engaged in the treatment of aquatic plants such as water hyacinths, water lettuce, hydrilla and other obnoxious aquatic plants growing in the inland waterways.

Responsibilities
  • Operates a 14 to 16 foot float open aluminum air boat powered by a 235 to 260 hp aircraft engine with unstable operating characteristics resulting from the high horsepower and the speed of operation.
  • Operates a medium size pickup truck with trailered airboat in a variety of situations such as maneuvering vehicles over uneven terrain, over improved or unimproved roads, and through congested areas exercising caution when backing to load or unload at launching ramps and similar locations.
  • Responsible for the set up and proper operation of herbicide mixing and application equipment, conducts direct herbicide application operations, and inspects and reports results of herbicide application by contract.
  • Performs other duties as assigned.
Other Conditions and Requirements

Ability to perform the work of a Small Craft Operator without more than normal supervision, including safe operation of various types of watercraft such as smaller trailerable vessels of various designs and engines. Work is primarily with open water bays, harbors, sounds, offshore coastal environments, inland waterways, and coastal routes including Federal navigation channels with heavy commercial shipping traffic and military ships and submarines.

All positions require the applicant to be a citizen of the United States. Male applicants born after December 31, 1959, are required to register for Selective Service prior to appointment. A trial or probationary period may be required.

Direct deposit of pay is required. This position has a temporary duty (TDY) or business travel requirement of 75% of the time. The position is subject to a pre‑employment drug screening and random testing thereafter, including testing based on reasonable suspicion and testing due to direct involvement with an on‑duty accident. The position requires completion of a pre‑employment physical examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

Must be able to lift up to 50 lbs. The position requires the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.

The incumbent must possess a valid Florida Pesticide Applicator License.
