Job Title: Apprenticeships and Funded Learning Manager

Salary: £45,000 per annum

Location: Flexible within the UK (with travel to Care Tech sites as required)

Reporting to: Head of Learning & Development – Children’s Services

Contract Type: Full-Time, Permanent

Purpose of the Role

The Apprenticeships and Funded Learning Manager will spearhead the strategic development, implementation, and management of apprenticeship and funded learning initiatives across Care Tech’s Children’s Services. This pivotal role aims to maximise the utilisation of the Apprenticeship Levy, secure additional funding through levy gifting and co‑funding opportunities, and align learning pathways with organisational goals to enhance workforce capability, compliance, and career progression.

Key Responsibilities Strategic Leadership and Development
  • Design and implement a comprehensive Apprenticeship and Funded Learning Strategy aligned with Care Tech’s mission and the three‑year L&D roadmap.
  • Identify and develop career progression pathways through apprenticeships and funded qualifications, focusing on areas such as safeguarding, leadership, SEND, and therapeutic care.
  • Collaborate with stakeholders to integrate apprenticeships into workforce planning and talent development initiatives.
Funding Optimisation and Compliance
  • Manage the Apprenticeship Levy, ensuring optimal utilisation and compliance with ESFA funding rules.
  • Establish and maintain relationships with external organisations to secure levy gifting, aiming to fund additional apprenticeships beyond mandatory requirements.
  • Oversee the Digital Apprenticeship Service (DAS) account, ensuring accurate and timely data management.
Quality Assurance and Provider Management
  • Conduct due diligence to select high-quality apprenticeship and training providers that align with Care Tech’s values and standards.
  • Monitor and evaluate provider performance, ensuring training delivery meets Ofsted’s Education Inspection Framework (EIF) and leads to credible outcomes.
  • Implement quality assurance processes, including regular audits, feedback mechanisms, and continuous improvement plans.
Stakeholder Engagement and Communication
  • Serve as the primary point of contact for apprenticeship and funded learning matters, providing expert advice and guidance to internal stakeholders.
  • Develop and disseminate communication materials to promote apprenticeship opportunities and success stories within the organisation.
  • Represent Care Tech at external forums, networks, and events to enhance the organisation’s profile and stay abreast of sector developments.
Data Analysis and Reporting
  • Track and report on key performance indicators (KPIs) related to apprenticeship uptake, completion rates, and return on investment (ROI).
  • Utilise data to inform strategic decisions, identify trends, and recommend improvements to apprenticeship and funded learning programmes.
Team Leadership and Development
  • Foster a culture of continuous learning and development within the team, encouraging innovation and excellence.
Person Specification
  • Proven experience in managing apprenticeship programmes and funded learning initiatives within a complex organisation.
  • In‑depth knowledge of ESFA funding rules, apprenticeship standards, and the Digital Apprenticeship Service (DAS).
  • Strong understanding of Ofsted’s Education Inspection Framework (EIF) and quality assurance processes.
  • Demonstrated ability to secure and manage levy gifting and co‑funding opportunities.
  • Excellent stakeholder engagement skills, with the ability to influence and collaborate effectively at all levels.
  • Strong analytical skills, with experience in data management and reporting to inform strategic decisions.
  • Effective leadership and team management capabilities.
  • Exceptional organisational skills, with the ability to manage multiple projects and priorities simultaneously.
  • Proficiency in Microsoft Office Suite and familiarity with apprenticeship management systems.
  • Experience in the health and social care sector, particularly within children’s services.
  • Knowledge of safeguarding training requirements and related qualifications.
