Position: Senior Place Economics Consultant (Economic Growth and Development Advisory)

Role description

This role is being created to support the continued development of our Economic Growth and Development Advisory (EGDA), providing greater Senior Consultant level economic advisory capacity to undertake place-based economic analysis, strategy, appraisal, case making, impact assessment and evaluation.

EGDA is a multi-disciplinary team that sits within the Arcadis’ Places Global Business Area. The team provides economic and development advice predominantly to public sector agencies including Local Authorities, Combined Authorities, Homes England, Higher Education and other clients across a range of sectors to help make informed place-based investment decisions.

Role accountabilities
  • Conduct evidence-based research to inform place-based strategies and strengthen the strategic case for regeneration and development programs
  • Engage stakeholders and facilitate workshops to identify barriers, opportunities, and investment priorities
  • Analyse data to establish socio-economic baselines and estimate economic benefits
  • Prepare economic appraisals in line with HMT Green Book guidance
  • Deliver economic impact assessments and evaluations
  • Develop compelling investment propositions and prospectuses
  • Provide economic development advice to clients, both verbally and through clear, insightful reports
  • Produce high-quality technical and narrative reports, action plans, and presentations

You bring substantial experience from similar roles, ideally within a multi-disciplinary or specialist place economics consultancy, or the public sector. You are well-versed in Green Book value for money (VfM) assessments and Magenta Book evaluation guidance. Your background includes economic strategy and policy, business case development, impact assessments, and economic and financial appraisals. Throughout your career, you have successfully developed investment cases for place-based regeneration, transit-oriented development, or placemaking schemes.

You excel both as a team player and when working independently. Comfortable in a hybrid work environment, you collaborate effectively with colleagues across multiple offices. You combine strong analytical skills with creativity to deliver the best solutions for clients.

Qualifications & Experience
  • Master’s degree preferred; bachelor’s degree in Economics, Economic Development, Finance, Geography, Social Science, or a related field required
  • Ideally holds a Better Business Case Practitioner qualification or similar professional accreditation in Economic Development
  • Experience supporting proposal development for clients or evaluating proposals for tenders
  • Strong written communication skills with excellent attention to detail
  • Keen interest in economic development, placemaking, and local or regional government issues
  • Proven ability to lead or contribute to project management, delivering on time and within budget
  • Proficient in data analysis and visualisation tools such as Excel, GIS, or Power BI
