WSP is currently initiating a search for a High Voltage Transmission Line Project Manager for our Overland Park, KS;
Ann Arbor, MI;
Appleton, WI;

Minneapolis, MN;
Plover, WI; and Saint Louis, MO offices. The selected candidate may work from any mutually acceptable location within the United States.
Provides technical project supervision and leadership for high voltage (HV) and extra‑high voltage (EHV) transmission line projects, delivering guidance across the administrative, commercial, and technical execution of assigned utility‑scale electric transmission, power delivery, and transmission & distribution (T&D) projects, including overhead and underground transmission lines. The role manages overall performance of moderate‑size HV/EHV projects, overseeing financials, budgets, forecasting, CPM schedules, risk management, QA/QC, environmental and right‑of‑way compliance, health and safety (OSHA, NESC, utility safety standards), and client satisfaction.
Responsibilities span the end‑to‑end lifecycle: proposal development, routing, siting, environmental permitting, startup and planning, detailed engineering coordination, material procurement, construction management, outage coordination, field construction support, testing, commissioning, energization, reporting, and closeout.
- Oversee and monitor cross‑functional engineering, design, and construction teams delivering HV/EHV transmission line projects, managing budgets, labor hours, cost tracking, material quantities, compliance documentation, and fulfillment of utility, EPC, and right‑of‑way contractual obligations.
- Contribute to the development of HV/EHV project proposals, including cost estimates, scopes of work, routing strategies, environmental and permitting assumptions, schedules, execution approaches, and resource plans.
- Develop work breakdown structures (WBS) and cost‑loaded CPM schedules for all phases of transmission line engineering, siting, permitting, procurement, construction, outage coordination, testing, commissioning, and energization.
- Establish required technical and design reviews, selecting qualified engineering staff and ensuring compliance with QA/QC plans, utility standards, NESC requirements, and environmental regulations.
- Contribute to project margin analysis, margin targets, and risk registers with contingency plans for high‑risk construction environments.
- Coordinate technical aspects of contract negotiation, presentation, and meetings.
- Develop and update Project Initiation/Setup Documentation including Risk, Project Management Plan, Project Quality Plan, Project Safety Plan, and Communications Plan.
- Participate in kick‑off meetings and collaborate with Project Accounting to monitor earned value, cost performance, cash flow, invoicing, and budgeted margin.
- Oversee budgeting, forecasting, scheduling, cost control, and change management for design and construction projects, including scope changes, claims, and field change orders.
- Coordinate with area/technical managers on resource and subcontracting requirements.
- Escalate Health & Safety or significant client issues to senior PM staff and leadership.
- Participate in project reviews, providing root‑cause analysis and potential solutions.
- Provide regular project reporting and updates to clients, technical area, and business unit managers.
- Monitor accounts receivable and unbilled revenue, addressing issues as needed.
- Work with Procurement to close out procurements and supplier agreements.
- Complete formal project closeout activities and conduct lessons‑learned meetings.
- Exercise responsible decision‑making regarding company resources and conduct, adhering to WSP’s Code of Conduct.
- Perform additional responsibilities as required by business needs.
- Bachelor’s degree in Engineering (Electrical, Power Systems, Civil), Engineering Technology, Science, or a related discipline, or equivalent experience within an A/E/C, utility, EPC, or power delivery engineering environment supporting HV/EHV transmission line projects.
