Summary

Work in a Traffic Management Center (TMC) developing, implementing, and monitoring the Overland Park Traffic Control System (OPTCS). Coordinates timing plans, maintains equipment, collects & analyzes field data, writes reports, presents to citizen groups and governing committees, and researches new technology to improve system efficiency.

Duties & Responsibilities
  • Develop computerized traffic control system coordination and signal timing plans for each required time period for each arterial controlled by OPTCS, based on traffic engineering software and related studies.
  • Operate, monitor, and troubleshoot OPTCS computer hardware, software, and peripheral equipment to maintain optimum performance; maintain central software and database; read and understand software manuals; clarify procedures with consultants.
  • Ensure proper operation of OPTCS communications sub-system by checking each intersection’s communications and monitoring daily problems.
  • Prepare written or oral reports on OPTCS operations; respond to public inquiries; conduct tours of the traffic operations center; give public presentations using visual aids.
  • Develop corridor simulation models based on existing conditions and proposed changes; prepare reports documenting analysis and recommendations.
  • Analyze and evaluate crash records to identify high-risk locations, contributing factors, and trends; develop, recommend, and implement safety improvements.
  • Assist with the update and creation of Capital Improvement Projects; pursue funding allocations from other sources.
  • Review new construction plans involving installation of traffic signals; make recommendations for system enhancements.
  • Serve as project manager for assigned projects, directing all activities, managing schedule, funding, and quality assurance; prepare preliminary engineering reports and cost estimates.
  • Perform field reconnaissance, gather data, and conduct engineering analysis.
  • Review existing systems, research design alternatives, and develop cost estimates.
  • Act as City liaison with other governmental entities pursuing regional Intelligent Transportation Systems (ITS).
  • Perform various traffic engineering field studies; analyze data to evaluate and improve OPTCS performance.
  • Provide technical expertise, mentoring, and general oversight of OPTCS operations and technicians.
  • Work necessary days and hours; available during business hours or shifts; communicate with subordinates, supervisors, customers, vendors, etc.
  • Be punctual and meet attendance and deadline requirements.
  • General Qualifications

    Professional Requirements/

    Education:

    Bachelor’s degree in traffic engineering, civil engineering, or computer science with traffic engineering courses.
