Job Summary

Key Responsibilities
  • Coordinate the construction and startup of combined or simple cycle units.
  • Provide guidance to project staff and all on‑site organizations.
  • Represent Black & Veatch in interactions with Owners and multiple EPC contractors.
  • Implement project standards, develop project‑specific procedures, allocate resources, and make decisions to support project strategies.
  • Coordinate compliance with schedule, safety, cost, and quality decisions in conjunction with the Project Field Manager.
  • Oversee the EPC contractor’s Construction Execution Plan: monitor plan progress, coordinate erection activities, suppliers, crew, subcontractors, startup and testing activities.
  • Monitor overall construction and startup cost against budgets and report monthly on budget, schedule, and quality performance.
  • Direct implementation of established project controls processes and procedures.
  • Negotiate labor agreements and maintain relationships with clients, owners, alliance partners, craft labor, subcontractors, and suppliers.
  • Assist the Project Field Manager in leading the site construction management team, mentor staff, promote teamwork, and maintain morale.
  • Monitor safety and quality program compliance of EPC contractors; direct commissioning and testing plan implementation.
  • Oversee field materials management procedures of EPC contractors for OEM compliance.
  • Approve extra work authorizations, subcontractor payments, B&V professional timesheets, and expense reimbursements.
  • Lead change‑order management for EPC contracts and coordinate with the Project Field Manager for execution and close‑out activities.
  • Ensure project field staffing needs are met, facilitate recruitment, and support performance management.
  • Adhere to B&V policies, standard, guides, and contractual commitments.
Preferred Qualifications

Knowledge of construction technology (simple cycle, combined cycle, generators), managing subcontractors, steam and combustion turbines, EPC industry, constructability, project budget processes, project controls, risk assessment, administrative policies, construction project management systems, conceptual planning, conflict management, leadership, mentoring, change management, multi‑tasking, presentation, problem solving, time reporting, expense reporting.

Minimum Qualifications
  • Bachelor’s degree in construction, engineering, or related field preferred, or relevant field experience.
  • 14+ years of construction supervisory experience, including at least 3 years as a construction manager.
  • OSHA training.
  • Ability to complete pre‑employment requirements (background check, drug screen, motor vehicle records).
Certifications

Work Environment / Physical Demands

Physical Demands:

  • Lift and carry heavy items up to 50 pounds.
  • Stand, kneel, bend, stoop, move, and walk long distances in confined or uneven areas.
  • See and hear naturally or with correction.
  • Full range of motion and flexibility consistent with job duties.
  • Use hands to handle, control, or feel objects, tools or controls according to procedure.
  • Perform repetitive movements.
  • Work above 5 feet in height.
  • Climb and maintain balance on steel structure, stairs, ladders, and scaffolds.
  • Work up to a 12‑hour shift in varying temperature extremes and outdoor conditions.

Typical Construction Site Environment:

  • Work in cramped spaces and awkward positions.
  • Experience extreme heat (above 90 °F) or cold (below 32 °F) and exposure to dust, wind, snow, rain.
  • Operate in bright or low lighting conditions.
  • Work around hazardous equipment.
  • Typical office environment presence.
  • This is a safety‑sensitive position.
