Manager-Monitoring& Evaluation and Reporting (MER)
TFO Canada is currently recruiting a full-time Manager-Monitoring & Evaluation and Reporting (MER) located in Ottawa. The successful candidate will play a central role in formulating and implementing TFO Canada’s project plans for Monitoring Evaluation Accountability Learning (MEAL). The position focuses on developing innovative MEAL systems that strengthen TFO Canada’s ability to measure impact, track performance, and integrate learning to improve the quality, scope, sustainability, and overall impact of TFO Canada’s work.
The Manager-MER ensures high quality monitoring and evaluation across TFO Canada projects, supports continuous learning, and strengthens MEAL capacity across the organization.
Reporting RelationshipReports to Program Director-Trade Support Services (TSS) in the organization and works closely with project managers, TSS managers, external consultants, and research organizations.
Key responsibilities- Formulate MEAL Policy and Strategy for TFO Canada, including capacity building‑ initiatives, staff and partner training, and development of guidelines, tip sheets, and templates for the MEAL toolkit.
- Develop corporate KPIs including export readiness, SME progression, market access, and gender-transformative outcomes.
- Develop and maintain a harmonized results framework aligned with TFO Canada’s Strategic Plan, which includes:
- Standardized multi-country indicator frameworks.
- Multi-country comparability and benchmarking.
- Alignment between project logical frameworks and organizational KPIs.
- Integration of export readiness pathway tracking.
- Aggregation mechanisms linking country-level project data to institutional performance.
- Collaborate across functions to design, manage and execute MEAL operation plan for strengthening MEAL processes of TFO Canada in alignment with donor expectations and robust standards.
- Manage and execute MEAL activities for all of TFO Canada’s projects. This includes the collection, aggregation and analysis of qualitative and quantitative data from project stakeholders, identification of problems/issues and drafting of appropriate and relevant recommendations.
- Advise staff on developing or updating Logic Models, Performance Measurement Frameworks (PMFs), theories of change, learning agendas, and MEAL plans.
- Guide teams in identifying information needs and developing strategies to increase data use for both reporting and organizational learning.
- Lead the design and implementation of MEAL frameworks aligned with donors’ RBM guidance, including logic models, PMFs, indicators, baselines, and targets.
- Manage internal and external evaluations using mixed methods, gender‑responsive, and ethical approaches.
- Ensure all MEAL systems reflect donors’ expectations for gender equality, human rights, and inclusion.
- Support project managers in recruiting MEAL staff and consultants in the target countries (as required).
- Conduct and/or supervise MEAL capacity assessments of Trade Support Institution (TSI) partners in developing countries and develop institutional strengthening plans.
