Job Overview

Within Canadian Disaster Response Organization (CDRO) there are three portfolios, Response, Advisory Services and Education Services. The Director of Advisory Services has the oversight of the activities related to the Advisory portfolio for CDRO.

Advisory Services include the provision of emergency management programs; planning, management, development, assessment, preparedness (including all forms of exercises), and recovery expertise to fulfill client needs.

The Director will require a combination of innovation, transparency, and management of multiple functional disciplines for this role. Success will be measured using multiple variables including but not limited to contractor and client customer satisfaction & profitability.

Responsibilities & Duties
  • Responsibility:
    Will develop, promote, and oversee CDRO’s Advisory Services program, maintaining and communicating capacity to support clients in areas of planning, preparedness, and recovery.
  • Responsibility:
    Monitor electronic platforms listing Request for Proposals (RFP), Request for Information (RFI), Request for Quote (RFQ), Bid Opportunities, and other means as part of procurement process wherein a potential client advertises a need for a product or service that CDRO can fulfill.
  • Responsibility:
    Maintain a state of readiness of human, physical, and technological resources to respond to client requests for Advisory services.
  • Responsibility:
    Work with the leadership of CDRO to ensure that contractor and employee recruitment and hiring meet operational demands.
  • Ensure profitability of Advisory services provided to clients.
  • Responsibility:
    Maintain excellent working relationships with all contractors and employees.
  • Duties:
    Lead the development of Advisory related proposals and pricing.
  • Duties:
    Participate in the accurate assignment of resources as it relates to the specific needs of clients and contracts.
  • Duties:
    Ensure all customers complete customer satisfaction survey, any survey that falls below a rating of 80% will be escalated and addressed within 2 business days.
  • Duties:
    Identify, design, develop and maintain any gaps where Advisory practices are not being met.
Qualifications Education

Minimum

Required:

  • Post‑secondary degree or diploma in emergency management or other specialization relevant to the position (Provincial Certification/training in Emergency Management Ontario (EMO) Basic Emergency Management (BEM) and Incident Management System (IMS) courses, Incident Command System (ICS) Canada courses, Justice Institute of British Columbia (JIBC) courses, Ontario Police College and or Ontario Fire College or a combination of education, training and/or work experience).
Preferred

Certifications
  • Certification in Business Continuity (CBCP), Crisis Communications, Critical Infrastructure Protection, Emergency Management, Emergency Planning, Project Management, and/or Risk Management.
  • Certification in Incident Command System (ICS) Canada to the IC‑S300 certification level, or equivalent.
Experience

Minimum

Required:

  • 10 years related combined experience in emergency preparedness and management programs and functional experience in an Emergency Operations Centre (EOC) or Emergency Coordination Centre (ECC).
  • Operational experience with the Incident Command System (ICS) or Incident Management System (IMS) structure and best practices in an Incident Management Team role.
  • Knowledge of the statutes and practices related to the National Fire Protection Association (NFPA) Standard for Emergency Management NFPA‑1600 and/or CSA Z‑1600 Standard for Emergency Management or other Federal, Provincial, and municipal legislation plus other related hazard specific codes and regulations.
  • Experience in emergency response and/or management programs.
  • Strong background in emergency management principles.
  • Experience successfully managing large and/or multiple projects with strategic planning, implementation, and operationalization.
  • Experience in coordinating exercises and delivering presentations.
Preferred Experience
  • A well‑defined sense of diplomacy, including solid negotiation, facilitation, and conflict resolution skills.
