Role OverviewThe Community Readiness and Resilience Manager will lead an integrated approach to safety and security in the ByWard Market District.
Funded through a dedicated two-year safety and security initiative, this role focuses on building a safe and secure market and aims to achieve this goal through the integration of modern security, safety planning and the compassionate execution of community-driven initiatives.
The Community Readiness and Resilience Manager will work closely with the BMDA’s Community Safety and Well-being Committee, City of Ottawa departments, Ottawa Police Service (OPS), social service providers, community organizations, and private businesses to develop and execute a holistic integrated approach to security, safety and emergency management to support the vibrancy of the ByWard Market District.
This includes monitoring and reporting on an integrated physical security and risk management plan that incorporates the interests of local businesses, community partners, residents and city departments in a complex, highly visible active urban environment.
This position is a highly relational and hands‑on role requiring strong cross‑sector partnership skills, a strong understanding of integrated risk management, physical security, social support mechanisms and a passion for building healthy public spaces.
This role will play a key part in shaping a more welcoming ByWard Market District, supporting a public space that works on behalf of visitors, residents, and businesses alike.
Key Responsibilities & Duties District Readiness & Resilience StrategyLead the planning and execution of an integrated safety, security, and community wellbeing initiative funded through the two-year program by:
- Identify priority issues through data analysis, risk management methodologies, stakeholder engagement, and on-the-ground monitoring.
- Develop and implement programs that enhance safety and security while supporting inclusivity, harm reduction, and the positive use of public spaces.
- Monitor outcomes and adapt initiatives based on effectiveness, community feedback and district ground truth.
Oversee the development and execution of the BMDA’s physical and operational security planning and programming, including:
- Management of security service contracting, including service levels, schedules, performance expectations and reporting.
- Security and emergency management planning and coordination for district events, public markets and outdoor vending programs.
- Support the BMDA Ambassador and Block Leader programs to ensure alignment with broader safety and well‑being goals.
- Developing and improving district communications, data collection programs and crime deterrence mechanisms.
- Police, city and community integration, including emergency management, readiness and resilience planning.
Facilitate a collaborative and integrated approach to the District’s complex safety, security and social challenges by:
- Acting as the central point of coordination for district readiness and resilience initiatives.
- Build and maintain strong working relationships with key city stakeholders (Ottawa By-law, Police, Public Works, Public Health, Emergency Services) to streamline safety and security integration across planning and response.
- Facilitating the integration of local businesses, property owners, social services, community groups, and resident associations into this strategy to clearly identify concerns, illuminate risks, and foster better community safety and security integration.
