The Health, Safety & Environment (HSE) Specialist develops, leads and executes health, safety and environment programs for assigned accounts and ensures ongoing compliance to all internal and external regulatory requirements to assist the account team in mitigating and managing environmental, health and safety-related risks and improving related performance. The HSE Specialist assists the HSE team in the development and deployment of the HSE management system and associated tools, processes and procedures according to applicable external management systems.
The HSE Specialist adopts a portfolio and systemic approach to implement the HSE management system and interprets and advises on all HSE regulatory matters to ensure compliance with government legislation and industry standards.
Travel to Northern Ontario for site inspections as needed.
KeyDuties & Responsibilities
- Program Management — Develop, execute and govern health, safety and environment programs and promote a high HSE culture for the assigned accounts.
- Provide guidance and advice to account and client team members on health, safety, and environment matters in accordance with all applicable internal and external requirements; apply knowledge of related regulations.
- Collaborate with account teams to ensure team members have adequate tools and resources to safely execute work.
- Collaborate with the client subject matter expert to implement initiatives and provide feedback from various work streams including Projects and Operations teams.
- Maintain HSE management systems registrations (e.g., ISO 14001, CSA Z1000, OHSAS 18001, ISO 45001); conduct internal audits and manage annual re-registration requirements.
- Achieve health, safety and environment objectives for assigned accounts.
- Develop, manage, improve and lead KPIs related to HSE (LTIR, TRIR, Near Miss reports, Halocarbon leak reports, spills, etc.).
- Improve and maintain HSE management system processes and procedures according to applicable external management systems.
- Assist clients with coordinating employee engagement initiatives and corporate HSE events.
- Manage multiple projects simultaneously with tight deadlines.
- Build and promote corporate HSE culture.
- Program Execution — End to end program management including vendor selection, managing purchase orders, budgeting, scheduling, and reporting (e.g., waste & recycling, fuel storage, compliance programs such as radon or asbestos).
- Provide leadership in program execution by working with key stakeholders.
- Develop budget forecasts (capital, expense) and manage costs to stay within budget.
- Audit vendor performance and produce procurement documents (scope of work, templates, KPI) in collaboration with Contract Managers.
- Compliance Management — Monitor and enforce compliance with internal and external HSE requirements.
- Conduct field inspections and audits to monitor compliance and identify risks.
- Communicate observations and risks, and implement corrective and preventive measures to ensure compliance and mitigate risks.
- Prepare and submit compliance reports.
- Manage environmental, health and safety programs in line with the quality management framework.
- Other duties as assigned.
- Incident Investigation, Resolution & Reduction — Investigate and resolve incidents, conduct root-cause analysis and implement corrective and preventative measures; track data and analyze trends; modify work plans to reduce recurring incidents.
