Day-to-Day Responsibilities:- Support the Program Manager/Director in the planning, development, and execution of projects by preparing project documentation for the implementation of IT infrastructure initiatives and custom-built and/or COTS application solutions, ensuring all projects are executed in accordance with the organization’s Project Management Framework (PMF).
- Facilitate knowledge transfer to team members on project management methodologies through practical application during project planning and execution, strengthening team capability in managing and delivering IT projects.
- Serve as the primary point of contact for all project-related information, status updates and issues, as applicable.
- Manage project objectives and scope, and define schedules and deliverables based on input from the project sponsor, key stakeholders and team members, using the Atlassian suite (JIRA and Confluence).
- Estimate project budgets and resource requirements.
- Establish and maintain a project communications framework.
- Articulate project direction and ensure its effective execution.
- Provide guidance to project teams, including extended and matrixed teams involving internal staff, business partners and other stakeholders.
- Update and maintain project schedules, budgets, and quality assurance processes throughout the project lifecycle, while controlling scope, time, cost, quality and risk.
- Manage project prioritization and change management in collaboration with sub-team leads.
- Schedule, organize and lead regular project review meetings with project teams, sponsors and stakeholders in accordance with the communications plan.
- Identify and resolve project issues affecting delivery timelines, budgets or objectives and communicate risks and issues to the appropriate authority.
- Coordinate with other project managers to manage interdependencies and external impacts across initiatives within the organization.
- Review final project evaluations/post-mortems and facilitate lessons learned sessions to produce project closure deliverables.
- Ensure all project documentation is securely stored in the appropriate organizational document repository for assigned initiatives and projects.
- University degree at the Bachelor level in Science, Computer Science, Engineering, Applied Science, Mathematics, Business Administration, or Public Administration AND 10+ years (within the last 20 years) performing the role of Project Manager; OR
- Community College diploma in Information Technology, Computer Science, or Engineering Technology AND 12+ years (within the last 20 years) performing the role of Project Manager; OR
- Bachelor’s degree in a discipline other than those listed above AND 12+ years (within the last 20 years) performing the role of Project Manager; OR
- 15+ years (within the last 20 years) performing the role of Project Manager.
- 10+ years of project management experience within the last 15 years, leading projects through to closure, including responsibility for developing, maintaining and overseeing all core project documentation: project charters, business cases, RASCIs, implementation plans, performance indicators, schedules, estimates, communication plans, risk management plans, lessons learned, project closure and transition-to-operations documentation, with final filing in accordance with organizational IM policies.
- 2+ years within the last 10 years leading complex projects that included all of the PM knowledge areas:
Integration, Scope, Time, Cost, Quality, Human resources, Communications, Risk management. - 3+ cumulative years within the last 10 years managing application development projects using:
Agile methodology or a standard SDLC. At least one year of this experience must be within a federal government department, agency, or Crown corporation, combined with private‑sector experience. - 5+ years within the last 15 years managing complex software application development projects through all SDLC phases:
