Business Analyst

Location: On-site (Ottawa, Ontario)

Duration: 1 year + possible (3) 1-year extensions

Security Clearance: Top Secret required

• Perform BA activities aligned with approved organizational standards, including eliciting, analyzing, and documenting IM/IT objectives, business goals and process requirements to support business cases, options analysis, benefits realization and solution recommendations.
• Assist in the design, development and implementation of new or enhanced business solutions, applications, products, services and reporting tools (dashboards).
• Validate business and technical requirements through QA processes and security assessments.
• Support business process improvement initiatives and new application design, including process re‑engineering, prototyping and solution evaluation.
• Identify and document functional and non‑functional requirements, including process flows, data flows, use cases and system interactions.
• Assess existing IM/IT processes, procedures and systems, identifying improvement opportunities, database structures, subsystem dependencies and policy alignment.
• Collaborate with project teams throughout development, implementation and operational start‑up phases.
• Participate actively in Agile‑Scrum ceremonies (stand‑ups, sprint planning/reviews/refinements, retrospectives, backlog grooming) and work within Agile and Waterfall methodologies.
• Facilitate stakeholder communications, training and knowledge management activities; develop compliance artefacts (statements, matrices, diagrams, models).
• Develop UAT artefacts (acceptance criteria, test cases, scripts) based on approved requirements and use cases.
• Analyze and document manual and automated processes, system integrations and interactions across new and existing systems.
• Produce and manage project documentation and artefacts using MS Office and Atlassian tools (Jira, Confluence), ensuring proper versioning and repository management.
• Prepare and deliver presentations, reports and briefings on BA findings and recommendations.
• Develop and deliver training materials supporting solution deployment and functionality.
• Ensure compliance with applicable policies, directives and SDLC methodologies.
• Support project transition and knowledge transfer, including change management activities, documentation, training and lessons learned.

• Bachelor’s degree in Business Administration or Public Administration and at least 10 years of Business Analyst experience in IM/IT within the last 15 years; or
• University certificate or college diploma in Business Administration, Public/Public Administration, IT, Computer Science, Engineering Technology, or another university degree and at least 12 years of Business Analyst experience in IM/IT within the last 15 years; or
• At least 15 years of Business Analyst experience in IM/IT within the last 20 years.

• 10+ years within the last 15 years providing:
  • IM/IT business and/or technical analysis, including recommendations, advice, and guidance to project stakeholders
  • delivering IM/IT projects across the full lifecycle, including:
  • Eliciting, defining, and documenting business and technical requirements, including security requirements
  • Conducting client studies, interviews, and research to identify best practices and process improvements
  • Developing user training materials, transition documentation, and/or standard operating procedures (SOPs)
  • Producing at least five project deliverables such as strategic analyses, business cases, RASCI/RACI matrices, requirements matrices, implementation strategies, governance plans, business process maps, data models and data dictionaries, use cases and/or Agile user stories, feasibility studies, and detailed design/system requirements documentation
  • Managing stakeholders, with experience in at least five of the following: stakeholder analysis, requirements gathering, facilitating workshops and one‑on‑one sessions, producing communication plans, leading training activities, and supporting transition and change management activities
