JOB SUMMARY

Special Constables serving with the City of Ottawa Transit Services are appointed by the Ottawa Police Services Board, with approval from the Minister of Community Safety and Correctional Services, in accordance with the Community Safety and Policing Act, 2019.

Upon appointment, Special Constables are designated as Peace Officers, as defined under Section 2 of the Criminal Code of Canada, and are granted the legal authority to enforce federal, provincial, and municipal laws within the scope of their duties.

You are responsible for ensuring the safety and security of passengers, employees, Transit Services property, vehicles, and the general public.

Work is performed in accordance with relevant federal, provincial and municipal legislation, policies, procedures and guidelines including but not limited to:
Criminal Code of Canada, Community Safety and Policing Act, 2024

Provincial Offences Act, Trespass to Property Act, and applicable municipal bylaws.

EDUCATION AND EXPERIENCE

Completion of community college Police Foundations or Law and Security Certificate.

Minimum of 2 years of law enforcement experience which may include security, policing and corrections.

Related experience in dealing with people and enforcement procedures may be considered as alternate relevant experience

CERTIFICATIONS AND LICENCES

First Aid and CPR/AED certificate

Valid Ontario unrestricted class G driver's license (or provincial equivalent)

Enhanced reliability clearance including fingerprinting, credit check, interviews, investigations and background reference checks.

KNOWLEDGE

  • Good knowledge of security or law enforcement operations, as well as the duties of a Special Constable with Peace Officer authority, including the use/application of the Criminal Code of Canada, Controlled Drugs and Substances Act, Trespass to Property Act, Provincial Offences Act, Liquor Licence Control Act, Safe Streets Act, Mental Health Act, Cannabis Control Act, Child, Youth and Family Services Act, Smoke Free Ontario Act, Courts of Justice Act, MFIPPA, , and the City of Ottawa Transit By-law,  as amended
  • Policies and procedures affecting Transit operations including standard operating procedures and emergency standing orders
  • Court processes and procedures
  • Investigative and evidence gathering techniques
  • Crowd control and emergency response techniques
  • Dispute resolution techniques
  • Personal and physical security methods as well as security equipment
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers.
