The Standards Council of Canada (SCC) is a federal Crown corporation with the mandate to promote efficient and effective standardization in Canada. Located in Ottawa, SCC has a Governing Council comprised of up to 13 members and a staff of approximately 160. The organization reports to Parliament through Innovation, Science and Industry and oversees Canada's standardization network.

Job Summary and Key Activities

The Senior Program Officer, ISD is responsible for providing strategic and policy support within Standardization Services Branch (SSB) to lead, enable and advance SCC’s engagement and activities with international and regional standardization organizations. The Senior Program Officer assists the supervisor in the ongoing engagement with regional and international organizations to forge strong alliances and maintain collaborative working relationships with representatives from National Standards Bodies and/or National Committees.

KEY

ACTIVITIES
  • Facilitates the development and implementation of multi-year project plans outlining the key steps to achieve the development of standards that embed Canadian priorities in, regional and/or international standards and conformity assessment programs:
  • Applies project management principles in order to appropriately analyze, cost, plan and coordinate various projects, programs or services (from conceptual design to logistics and execution), including communication/consultation and change management, planning, critical path monitoring, and risk assessment/mitigation.
  • Conducts research and policy analysis to provide strategic and operational input, advice and recommendations to SSB management on policies and issues that impact Canada’s ability to be influential within regional and international standardization bodies.
  • Delivers strategic assistance in the development of policy papers, briefing notes, and presentations to communicate the results of research and policy analysis to management and key stakeholders, in order to promote Canadian governance and technical positions in international and regional standardization organizations.
  • Contributes to the SSB Quality Management System (QMS) and operational efficiency by ensuring quality management documents are up to date, accurate, and easily accessible by members of the Branch.
Essential Qualifications

Education
  • Graduation with an undergraduate degree from a recognized post-secondary institution with acceptable specialization in business, public administration, political science, law or other related field
Experience
  • 5 years of work experience in researching, collecting and analyzing information from various sources
  • 5 years of work experience in managing projects successfully
  • Experience establishing working relationships with national and international stakeholders
  • 3 years of work experience in managing/overseeing contracts
  • Experience providing simultaneous support to multiple project/program teams
Knowledge
  • Standards Council of Canada’s Act and privacy laws
  • Solid knowledge of standardization and policy principles and practices
  • Solid knowledge of project management principles
  • Solid knowledge of communications and training
  • Knowledge of the methods, techniques and practices involved in analyzing a wide range of information related to stakeholder initiatives regarding standards and accreditation
  • Solid knowledge of the methods and tools for identifying and developing standards products
  • Knowledge of group dynamics and consensus building, specifically with groups or individuals from different backgrounds
  • Knowledge of the key international priorities of the Canadian government
