In Budget 2023, the Government of Canada announced that PSP Investments would act as the independent and exclusive investment manager for the Canada Growth Fund (CGF) a $15 billion public investment vehicle that was established to support the growth of Canada’s clean economy and help to meet its national economic and climate policy goals.

Following this, PSP Investments has incorporated CGF Investment Management (CGFIM) for that purpose. CGFIM is providing the full suite of investment management services to CGF covering the entire investment process pursuant to an Investment Management Agreement (IMA).

ABOUT YOUR ROLE

As Director, Public Relations and Government Affairs for Canada Growth Fund Investment Management (CGFIM), you will play a pivotal role in shaping and executing CGF’s external engagement strategy. Working from our Montreal or Ottawa, you will lead efforts to position CGF as a trusted partner in Canada’s transition to a low-carbon economy. This includes driving strategic communications, government relations, and stakeholder engagement to advance CGF’s mandate of decarbonizing Canada, scaling clean technology champions, and mobilizing private capital.

KEY RESPONSIBILITIES
  • Develop and support execution of CGF’s integrated national communications and government affairs strategy
    , ensuring alignment with investment CGF’s mandate and strategic priorities
  • Oversee external communications
    , including investment announcements, media relations, and strategic messaging for key audiences such as investors, policymakers, and industry leaders
  • Lead the creation of high-impact communications materials
    , including briefing notes, speeches, presentations, and Q&A for leadership and external stakeholders.
  • Advise CGFIM and PSP senior leadership on government engagement
    , providing strategic counsel on navigating federal, provincial, and territorial public policy landscapes
  • Monitor and analyze policy developments
    , related to decarbonization, energy transition, and sustainable finance at the international, federal, and provincial levels
  • Oversee select government-facing activities
    , including parliamentary and senate committee appearances, and provincial and territorial outreach
  • Build and maintain relationships with government officials and key stakeholders to advance CGF’s strategic objectives
  • Collaborate with internal teams (Legal, Risk, Investments) and PSP’s Strategic Communications and Global Government Affairs group to ensure alignment and manage reputational risk for CGF and PSP
  • Represent CGF at industry events, forums, and policy discussions
    , reinforcing CGF and PSP’s leadership role in Canada’s investment ecosystem
WHAT YOU’LL NEED
  • Bachelor’s degree in Communications, Public Affairs, Political Science, Public Policy, or a sustainability-related discipline (Master’s or MBA with a sustainability focus is an asset)
  • Minimum ten (10) years of experience in government relations, public affairs, or strategic communications within financial services, investment management, or public sector organizations
  • Exceptional written and oral communication skills
    , with experience drafting briefing notes, press releases, and ability to write and edit comprehensive documents including investment recommendations and Q&A
  • Deep understanding of Canadian public administration
    , federal and provincial policy processes, government operations, and/or Crown corporations
  • Knowledge of ESG and sustainable investment practices
