About

The Role

Join the 1B Insurance Risk Monitoring and Reporting team, in the Senior Specialist, Compliance and Quality Assurance position. In this role, you will lead the design, implementation, and execution of the Financial Capacity Review (FCR) Internal Quality Assurance (IQA) program. You will use your technical expertise and strategic judgment to enhance the accuracy, consistency, and reliability of FCR IQA assessments while supporting CMHC’s enterprise risk framework.

You will oversee end‑to‑end IQA activities—planning, fieldwork, analysis, and reporting—and engage senior stakeholders to drive continuous improvement and ensure alignment with governance expectations. You will also contribute to developing and refining risk tools, methodologies, and reporting to strengthen CMHC’s overall risk posture and support effective decision‑making across the business.

This is a temporary position with a duration of 18 months.

What You’ll Do
  • Design, lead, and execute the Financial Capacity Review (FCR) Internal Quality Assurance (IQA) program, including developing the review methodology, selection criteria, testing protocols, and reporting approach to ensure a rigorous and compliant assurance process.
  • Act as the technical authority and subject‑matter expert on complex accounting, financial capacity assessment requirements, and the interpretation of regulatory/financial policies, ensuring consistent and accurate application across all FCR IQA activities.
  • Develop and maintain quality assurance frameworks, validation protocols, and internal control assessment tools to support strong risk governance, improve process effectiveness, and ensure alignment with corporate policies, risk appetite, and operational risk expectations.
  • Lead end‑to‑end FCR IQA testing and monitoring activities—from planning and scoping through fieldwork, analysis, reporting, challenge and recommendations—ensuring high‑quality, timely, and well‑substantiated assurance results.
  • Engage and collaborate with senior stakeholders, including Directors, Senior Managers, and Senior Specialists, to discuss risks, validate findings, address process deficiencies, and support continuous improvement in financial capacity assessment practices.
  • Analyze qualitative and quantitative data to identify trends, control gaps, inconsistencies, and emerging risks, providing clear, actionable insights that strengthen financial governance and inform senior management decision‑making.
  • Prepare and deliver high‑quality reports, briefings, and recommendations for senior leadership, articulating complex issues and influencing operational, policy, or control enhancements required to strengthen compliance and reduce risk exposure.
