Engineering Delivery Sub‑Discipline Manager (ED‑SDM)Ottawa, ON – Hybrid
Regulatory Compliance Requirements- Requires direct or indirect access to hardware, software, technology or technical data controlled under the Canadian Export Control List, the ITAR or the EAR.
- Requires a positive Controlled Goods assessment.
- Required to obtain and maintain a Security Clearance at the NATO Secret Level.
The ED‑SDM reports to the Engineering Delivery Head of Department and is responsible for estimating, managing and directly overseeing the technical execution of a work package, delivering within the approved budget and schedule. The role works closely with the Project Design Authority (PDA) and Project Manager (PM) and also manages the resource allocation of other EDMs in the group.
Key Areas of Responsibility- As a Resource Manager
- Provides appropriate resources to deliver bids, projects, and products.
- Plans the team’s workload in the short, medium and long term.
- Develops team skills to support bids, projects and products.
- Supports recruitment, onboarding, performance management, career management and succession planning.
- Coaches, mentors and develops the team.
- Leads the team to meet company expectations for productivity, chargeability, quality, continuous improvement and objectives.
- Ensures that company policies and procedures are followed.
- As an Engineering Delivery Manager
- Contributes to bids/estimates for projects and changes.
- Responsible for the technical program deliverables.
- Defines the Engineering team’s WBS and OBS, the engineering lifecycle, the schedule of work and the Engineering Management Plan (including Software Development Plan).
- Directs and leads the team to achieve project stage reviews and milestones in cost, schedule and quality.
- Provides strong technical leadership to mature solutions for customer acceptance and certification.
- Manages project and technical risk and opportunity.
- Implements a predictive monitoring regime for early issue and risk identification.
- Ensures safe conduct of all activities.
- Supports interview of new candidates and serves as M2 manager for the project team.
- Collapses with the wider project team, allies, customers, functions, suppliers and subcontractors to deliver commitments.
- Works with the EDM team to deploy best practices and tools for Work Package Management.
- Bachelor’s degree in engineering, computer science or a related technical domain.
- At least 10 years of engineering experience, including 3 years as a technical leader (hiring, performance reviews, etc.).
- Experience using the V‑Model/Waterfall and/or Scrum Agile to execute technical work.
- Experience estimating and quoting technical work.
- Experience with resource loading.
- Experience managing project risks.
- Experience planning, delegating and controlling technical work.
- Experience in configuration and data management.
- Experience in change management.
- Experience closing projects.
- Experience defining or implementing Business Process Automation (BPA) flows/processes.
- Experience with TCDS EDM tools:
Jira, DOORS, Windchill, Palma, Power
BI. - Experience delivering for both Fixed‑Firm and Time & Material contracts.
- Experience working with In‑Service Support contracts.
- Experience following, creating and updating workflows/processes.

Position Requirements
The reference Total Target Compensation (TTC) market range for this position includes annual base salary and variable target compensation: $145,000 – $195,000 CAD per year.
