Job Title: Director of ESL/Bilingual Services Wage/Hour Status: Exempt

Primary Purpose

Provide leadership in developing and implementing the district's ESL/Bilingual program. Collaborate with the district staff and outside personnel to ensure opportunities for English Learners.

Qualifications

Education/Certification:

  • Bachelor's degree
  • Master's degree, preferred
  • Valid Texas teaching certificate with supplemental certificate in ESL education
  • Principal (EC-12) certificate

Special Knowledge/

Skills:

  • Knowledge of curriculum and instruction
  • Knowledge of strategies and materials for the education of ESL students
  • Ability to interpret data
  • Ability to communicate effectively with bilingual parents and students
  • Strong organizational, communication, and interpersonal skills

Experience:

Three (3) years experience as an ESL or bilingual teacher

Major Responsibilities and Duties Instructional and Program Management
  • Implement procedures and coordinate the process to identify ESL students at all grade levels district wide, including review of student data and testing of students.
  • Develop bilingual and ESL curricular documents and instructional support materials. Provide resources and materials to support staff in accomplishing program goals.
  • Work with other curriculum coordinators and directors to establish and maintain challenging academic standards that will ensure students learn English as well as content information in order to show proficiency as measured by state assessments.
  • Consult with teachers to develop and provide bilingual students with appropriate course work through curriculum modification and acceleration.
  • Observe classroom instruction and provide feedback and assistance to classroom teachers and campus administrators to facilitate improvement and innovation. Demonstrate teaching strategies with students in the classroom.
  • Plan and provide staff development including sessions on methods for identifying and instruction ESL and enriched learning.
  • Plan and conduct parent meetings. Consult with parents, administrators, counselors, teachers, community agencies, and other relevant individuals regarding ESL/Bilingual students.
  • Evaluate the ESL/Bilingual program effectiveness based on evaluative findings (including student achievement data and recommend changes as needed).
  • Actively recruit teachers for the ESL/Bilingual programs.
  • Perform audit and inspection of ESL teacher's records (ESL folders and Edugence).
  • Lead curriculum development for ESL/Bilingual programs.
  • Ensure proper functioning of LPAC committees and compliance with all related legislation.
  • Collaborate with administrators and teachers to provide appropriate staff development and school site trainings according to district and campus improvement plans.
  • Collaborate with District Testing Coordinator to ensure all testing accommodations for annual assessments are provided, and coordinate district TELPAS testing.
  • Budget and Inventory
  • Participate in development, preparation, and administration of the budget for supplies and equipment while ensuring the program is cost effective and funds are managed wisely.
  • Contribute to the selection and purchase of supplemental equipment and supplies for the ESL/Bilingual program.
  • Oversee development of Title III and Bilingual Allotment budgets, ensuring coordination with other funding sources.

  • Compile, maintain, and file all reports, records, and documents required.
  • Comply with policies established by federal and state law, State Board of Education rule, and the local board policy.
  • Submit Title III budget application, coordinate funding for campuses, and provide leadership in spending of funds.
  • Must be able to perform the essential functions of walking and interacting with students and/or district employees in the specific work site assigned (classroom or office setting).
  • Demonstrate regular and prompt attendance.
  • Be available by phone, email, or video conferencing to confer with district personnel, students, and/or parents.
  • Communicate with students or parents on a regular basis via phone or video conference, email, or district-approved website.
  • Maintain confidentiality in the conduct of district business.
  • Follow district safety protocols and emergency procedures.

    Provide campus administrators with feedback regarding ESL teachers, District Translator and ESL/Bilingual Administrative Assistant.
