Position: PROPERTY EVIDENCE CLERK

The Property Evidence Clerk is a non-sworn employee of the Oshkosh Police Department who receives direct supervision from the Sergeant of Professional Development in the Administrative Bureau – Professional Standards Division (PSD). In the absence of a supervisor in the Professional Standards Division, the Clerk shall come under the direct supervision of the working Patrol Shift Commander.

The primary responsibilities of the Property Evidence Clerk involve acceptance, control, and disposition of found, recovered, or evidentiary property in accordance with law, departmental policy, and procedure.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Receive, inventory, and properly store all evidence and found property which is in the control of the Oshkosh Police Department. Maintain proper chain of evidence for all items entered into the property room. Complete transmittal forms and transport evidence for laboratory examination and/or courtroom proceedings.
  • Maintain records and evidence in compliance with courtroom procedures and judicial fiat (Municipal, State and Federal).
  • Maintain and continually update the inventory records showing the location or disposition of all evidence and found property from the date received to the date of disposal.
  • Coordinate the proper release of evidence and property to rightful owners where appropriate.
  • Organize and file digital images (photos and video) from photographs/video taken of and collected from crime scenes, accidents, evidence, and prints. Coordinate the processing of photographs so that they can be used as evidence in court proceedings and/or made available to interested parties as requested.
  • Assist with downloading and/or copying digital evidence and providing it to the District Attorney’s office. Assist prosecutors in the preparation and presentation of evidence at trials by providing detailed documentation and information on the evidence received, general condition, and type of tests performed.
  • Testify in court honestly, impartially, and convincingly as a witness relating facts to a judge and/or jury to assist in court decisions.
  • Maintain inventory of supplies on hand and order supplies through a Professional Standards Division Supervisor and Office Manager.
  • Perform other duties as assigned.
Requirements Required

Education and Experience
  • Associate Degree in Criminal Justice, Office Management, Management Information Systems, or related field.
  • At least two (2) years of experience in office management and computerized record keeping.
  • Prior law enforcement experience.

Necessary Knowledge,

Skills and Abilities
  • Thorough knowledge of or ability to learn property management and control concepts and interpret laws, ordinances, policies, procedures, and regulations pertaining to evidence/property control, and to apply them with tact and impartiality.
  • Thorough knowledge of modern computer and software applications and ability to enter and retrieve data in computer programs.
  • Knowledge in the use of equipment commonly used in an office setting.
  • Ability to prepare and maintain accurate and complete records.
  • Ability to interpret and follow oral and written instructions.
  • Ability to schedule appointments, answer phone messages and/or written correspondence, and release evidence according to policy in coordination with daily responsibilities.
  • Ability to plan work, make decisions, and carry work through to completion without close supervision.
  • Ability to maintain effective working relationships with employees, citizens, and other agencies.
