Position Overview

The Nuclear Security Manager plays a vital role in meeting the security requirements of federal government contracts. Acts as official point of contact with Public Services and Procurement and the Contract Security Program. Ensures compliance with the Nuclear Safety and Control Act, Canadian Nuclear Safety Commission regulations, Export and Import Permits Act.

Location

The position will be based out of Oakville office and requires travel to construction sites and client offices.

Responsibilities
  • Administer Controlled Goods Program requirements under Public Services and Procurement Canada, registration, personnel assessments, compliance inspections.
  • Implement information protection protocols aligned with Government of Canada Protected A/B/C designations and Contract Security Program standards.
  • Coordinate with Kiewit’s Subject Matter Owners to align nuclear security and export control strategies with corporate policies and project‑specific needs.
  • Ensure compliance with client NDAs, intellectual property handling requirements, document control protocols for sensitive and classified materials.
  • Support compliance with Government Contracts Regulations (SOR/87‑402) and other federal procurement standards applicable to sensitive or classified work.
  • Maintain organization’s security clearance and train all ACSO’s, informing CSP of any changes to key senior officials such as legal status, ownership, physical move.
  • Initiate personnel screening requests and conduct preliminary background checks.
  • Secure information and assets; implement security briefings for employees; security status upgrades; report security concerns.
  • Ensure adherence to the security requirements as defined in the contract’s Security requirements check list form and contract security clause.
  • For subcontracts: obtain approval from the CSP before initiating a subcontract with security requirements; leverage the subcontracting simplification options when appropriate; sponsor subcontractors as required; ensure subcontractors meet security requirements as set out in the contract; add contract security clauses, issued by the CSP, to subcontracts; submit a copy of the awarded subcontract to the CSP.
  • Develop and execute Security Management Plans tailored to nuclear construction scopes, integrating Kiewit’s project delivery model.
  • Support personnel security screening and reliability programs for Kiewit employees and subcontractors as needed to meet client and regulatory requirements.
  • Conduct risk assessments for safeguarding controlled and restricted information.
  • Ensure physical and IT security measures across construction sites, temporary facilities, and subcontractor locations.
  • Collaborate with SMO to ensure consistent implementation of export control procedures and nuclear security protocols.
  • Provide regulatory security oversight for subcontractors, ensuring alignment with Kiewit’s standards.
  • Lead training programs on nuclear security, protected and restricted information handling and CGP compliance.
  • Conduct audits, inspections, and compliance reviews across project phases and locations.
  • Manage incident reporting, investigations, and corrective actions related to security breaches or regulatory violations.
  • Partner with SMOs to develop and deliver training on export control and nuclear security requirements.
  • Prepare and present Security Compliance Reports to executive management, summarizing regulatory status, risks, mitigation actions.
