Deliverables
  • Develop, draft, and finalize comprehensive project governance manuals for all lifecycle phases, including Preliminary Planning and Design, Detailed Engineering, Execution, and Commissioning and Closeout.
  • Ensure manuals address project controls, decision gates, quality assurance, risk management, safety, regulatory compliance, and stakeholder engagement requirements.
  • Facilitate cross-functional workshops and stakeholder consultations, documenting inputs, feedback, and approval records while managing version control and revisions.
  • Prepare training materials, summary documentation, and final handover packages to support implementation and sustained governance adoption.

Experience Required

  • Demonstrated experience developing governance documents or manuals for nuclear projects within highly regulated environments.
  • Deep knowledge of nuclear regulatory frameworks and industry best practices, including standards from Canadian Standards Association, Institute of Nuclear Power Operations, International Atomic Energy Agency, and Construction Industry Institute.
  • Strong technical writing, facilitation, and interviewing skills with experience leading workshops and documenting structured outputs.
  • Experience working with cross-functional stakeholders (engineering, safety, finance, operations, regulatory) in complex, regulated project environments.
  • Familiarity with document management tools such as Microsoft SharePoint and Teams, along with strong organizational and communication skills.
